THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, that the orders duplicating his first award of the Good Conduct Medal be purged from his record and the subsequent orders for the Good Conduct Medal be corrected.
2. The applicant states, in effect, that he was issued two sets of orders for the Good Conduct Medal that cover the same period. Leaving both sets in his record will result in future problems.
3. The applicant provides copies of two sets of orders awarding the Good Conduct Medal.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted and entered active duty on 19 April 1995. He has had three reenlistments and was promoted to sergeant first class effective 1 June 2004.
2. B Detachment, 4th Personnel Services Battalion Permanent Orders
189-1607, dated 8 July 1998, awarded him the Good Conduct Medal (first award) for the period 5 September 1995 through 4 September 1998;
3. B Detachment, 4th Personnel Services Battalion Permanent Orders 322-4, dated 18 November 1998, awarded him the Good Conduct Medal (first award) for the period 5 September 1995 through 4 September 1998;
4. Delta Detachment, 38th Personnel Services Battalion Permanent Orders
296-23, dated 22 October 2004, awarded him the Good Conduct Medal (third award) for the period 5 September 1998 through 4 September 2004; and
5. U. S. Army Installation Management Command, Headquarters United States Army Garrison, Fort Rucker, Alabama Permanent Orders 194-085, dated 13 July 2007, awarded him the Good Conduct Medal (fourth award) for the period 5 September 2004 through 4 September 2007.
6. The applicant's record shows that the applicant has been awarded a significant number of other awards including but not limited to the Meritorious Service Medal, two Army Commendation Medals, four Army Achievement Medals, the Joint Services Achievement Medal, and sixteen Certificates of Achievement, Appreciation, or Commendation.
DISCUSSION AND CONCLUSIONS:
1. B Detachment, 4th Personnel Services Battalion first issued a set of orders for the Good Conduct Medal two months in advance of the applicant's completion of his first qualifying period of service. Four months later a second set of orders were issued for the same period of service.
2. Not only is the issuance of two sets of orders for award of the Good Conduct Medal for the same period of service an error, this error has been compounded with subsequent awards of the Good Conduct medal indicating he has been awarded four Good Conduct Medals.
3. This situation will continue to create problems for this career Soldier and should be corrected.
4. Therefore, it is appropriate to purge the applicant's official records of the second set of orders (B Detachment, 4th Personnel Services Battalion Permanent Orders 322-4, dated 18 November 1998) showing a duplicate authorization of his first award of the Good Conduct Medal.
5. Additionally, the orders for his subsequent awards of the Good Conduct Medal should be amended to show that they were awarded for the second and third Good Conduct Medals respectively.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. purging the applicant's official records of the B Detachment, 4th Personnel Services Battalion Permanent Orders 322-4, dated 18 November 1998; and
b. amending Delta Detachment, 38th Personnel Services Battalion Permanent Orders 296-23, dated 22 October 2004, and U. S. Army Installation Management Command, Headquarters United States Army Garrison, Fort Rucker, Alabama Permanent Orders 194-085, dated 13 July 2007, to show that they were awarded for the second and third Good Conduct Medals respectively.
