      The applicant and counsel if any, did not appear before the Board.

      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that orders showing award of the Army Good
Conduct Medal be removed from his Official Military Personnel File (OMPF).

2.  The applicant states that Permanent Order 82-333 and Permanent Order
   047-302 showing the 4th and 5th award of the Army Good Conduct Medal,
respectively, have inaccurate dates of issue, and that Permanent Order 180-
397 and Permanent Order 49-318 are the correct orders.

3.  The applicant provides copies of the above-mentioned orders.

CONSIDERATION OF EVIDENCE:

1.  The applicant is an active duty noncommissioned officer who enlisted in
the Army for four years on 25 May 1984 and has remained on continuous
active duty.

2.  The applicant was awarded the Army Good Conduct Medal for the periods
of service 25 May 1984 to 24 May 1987, 25 May 1987 to 24 May 1990, and 25
May 1990 to 24 May 1993.

3.  On 22 March 1996 he was awarded the 4th award of the Army Good Conduct
Medal – Permanent Order 82-333, Charlie Detachment, 15th Personnel Services
Battalion, Fort Hood, Texas, for the period 25 May 1993 to 24 May 1996.

4.  On 28 June 1996 he was awarded the 4th award of the Army Good Conduct
Medal – Permanent Order 180-397, issued by the same above-mentioned
detachment, for the same like period of time.

5.  On 18 February 1999 he was awarded the 5th award of the Army Good
Conduct Medal – Permanent Order 49-318, Charlie Detachment, 15th Personnel
Services Battalion, for the period 25 May 1996 to 24 May 1999.

6.  On 16 February 2000 he was awarded the 5th award of the Army Good
Conduct Medal – Permanent Order 047-302, Charlie Detachment,
  15th Personnel Services Battalion, for the same like period of time.


7.  Except for the dates of the orders and some minor inconsistencies,
e.g., the applicant's battery assignment on the orders awarding him the 5th
award, telephone numbers, and distribution addressees, the two orders
awarding him the 4th award of the Army Good Conduct Medal are the same, as
are the two orders awarding him the 5th award.

DISCUSSION AND CONCLUSIONS:

1.  One order awarding him the 4th award of the Army Good Conduct Medal and
one order awarding him the 5th award are duplicative, and should be
expunged from his OMPF.

2.  There are no substantial differences between the two 4th awards of the
medal and between the two 5th awards of that medal.  Consequently, which
order to remove is moot, that is the applicant was obviously recommended
for and awarded the Army Good Conduct Medal for the noted periods.

3.  There is no reason to disbelieve the applicant's contention concerning
which orders should be removed from his OMPF.

4.  Therefore, the applicant's request is granted.  Permanent Order 82-333,
Charlie Detachment, 15th Personnel Services Battalion, dated 22 March 1996;
and Permanent Order 047-302, Charlie Detachment, 15th Personnel Services
Battalion, dated 16 February 2000; should be expunged from the applicant's
OMPF.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
expunging Permanent Order 82-333, Charlie Detachment, 15th Personnel
Services Battalion, dated 22 March 1996; and Permanent Order 047-302,
Charlie Detachment, 15th Personnel Services Battalion, dated 16 February
2000; from the applicant's OMPF.
