THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that his official military personnel file (OMPF) on the integrated Personnel Electronic Records Management System (iPERMS) be corrected by removing erroneous or duplicate orders concerning his third award of the Army Good Conduct Medal.

2.  The applicant states there are three sets of orders for his third award of the Army Good Conduct Medal.

3.  The applicant provides, in support of his application, copies of Detachment Bravo, 38th Personnel Service Battalion Permanent Orders 005-77, dated 
5 February 2001; Charlie Detachment, 15th Personnel Services Battalion, Fort Hood, TX Permanent Order 317-009, dated 13 November 2003; and Charlie Detachment, 15th Personnel Services Battalion Permanent Order 008-005, dated 8 January 2004.

CONSIDERATION OF EVIDENCE:

1.  The applicant's military personnel records show he enlisted in the Regular Army on 30 January 1992.  He has served continuously and is currently serving on active duty.



2.  Detachment B, 55th Personnel Services Battalion Permanent Orders 307-05, dated 3 November 1997, awarded the applicant the Army Good Conduct Medal 
(2nd Award) for the period from 30 January 1995 to 29 January 1998.

3.  Detachment Bravo, 38th Personnel Service Battalion Permanent Orders   005-77, dated 5 February 2001, awarded the applicant the Army Good Conduct Medal (3d Award) for the period from 30 January 1998 to 29 January 2001.  These orders are not contained on the applicant's OMPF.

4.  Charlie Detachment, 15th Personnel Services Battalion Permanent Order 317-009, dated 13 November 2003, awarded the applicant the Army Good Conduct Medal (3rd Award) for the period from 30 January 1998 to 29 January 2001.

5.  Charlie Detachment, 15th Personnel Services Battalion Permanent Order 008-005, dated 8 January 2004, awarded the applicant the Army Good Conduct Medal (3rd Award) for the period from 30 January 2001 to 29 January 2004.

6.  A Detachment, 15th Personnel Services Battalion Permanent Order 
1BCT-181-041, dated 29 June 2004, awarded the applicant the Army Good Conduct Medal (4th Award) for the period from 30 January 2001 to 29 January 2004.

7.  United States Army Signal Center and Fort Gordon Permanent Orders 
014-0011, dated 14 January 2009, revoked Detachment Bravo, 38th Personnel Service Battalion Permanent Orders 005-77, dated 5 February 2001, pertaining to the applicant's award of the Army Good Conduct Award (3rd Award).

8.  Army Regulation 600-8-104 (Military Personnel Information Management/ Records), provides in Table 2-1 (Composition of the OMPF) provides that award orders are filed in the Commendatory and Disciplinary portion of the OMPF.  This regulation also provides that once filed such documents become a permanent part of the OMPF and may only be removed by one of several agencies, one of which is the Army Board for Correction of Military Records (ABCMR).

DISCUSSION AND CONCLUSIONS:

1.  Detachment Bravo, 38th Personnel Service Battalion Permanent Orders 
005-77, dated 5 February 2001, were revoked and are not contained on the applicant's OMPF.

2.  Charlie Detachment, 15th Personnel Services Battalion Permanent Order 008-005, dated 8 January 2004, is clearly in error.  Orders for the applicant's 3rd award of the Army Good Conduct Award were previously issued and the period 
for the award in this order is the same period covered in the applicant's 4th award of the Army Good Conduct Medal.  Therefore, it is appropriate to revoke these orders.  These orders only show a previous administrative error and the correction thereof.  They hold no historical value in documenting the applicant's military career.  Therefore, it is appropriate to remove these orders and the revocation from the applicant's OMPF.

3.  United States Army Signal Center and Fort Gordon Permanent Orders 
014-0011, dated 14 January 2009, revoked previously issued orders for the applicant's Army Good Conduct Medal (3rd Award).  These orders only correct a previous administrative error and hold no historical value in documenting the applicant's military career.  Therefore, it is appropriate to remove these orders from the applicant's OMPF.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  revoking Charlie Detachment, 15th Personnel Services Battalion Permanent Order 008-005, dated 8 January 2004;

	b.  removing Charlie Detachment, 15th Personnel Services Battalion Permanent Order 008-005, dated 8 January 2004, and the subsequent revocation to this these orders from the applicant's OMPF; and



	c.  removing United States Army Signal Center and Fort Gordon Permanent Orders 014-0011, dated 14 January 2009, from the applicant's OMPF.
