Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests award of the Army Good Conduct Medal.
2. The applicant states that she qualifies for the Army Good Conduct Medal
pursuant to Army Regulation 600-8-22, chapter 4, paragraph 4-5c. This will
be her first award and she had no adverse actions during the active duty
period indicated on her DD Form 214 (Certificate of Release or Discharge
from Active Duty).
3. The applicant provides a copy of her DD Form 214.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the U.S. Army Reserve (USAR) on 15 July 2002
for a period of eight years. She was promoted to private first class on 15
March 2003.
2. The applicant was ordered to active duty for training on 8 July 2003.
She was released from active duty for training on 28 October 2004 and was
transferred back to her Reserve unit. Her DD Form 214 shows she completed
1 year, 3 months, and 21 days of active military service during the period
covered by the report.
3. The applicant's DD Form 214 shows she was awarded the National Defense
Service Medal, the Global War on Terrorism Medal, and the Army Service
Ribbon.
4. Army Regulation 600-8-22 (Military Awards) provides that the Good
Conduct Medal is awarded to individuals who distinguish themselves by their
conduct, efficiency and fidelity during a qualifying period of active duty
enlisted service. This period is 3 years except in those cases when the
period for the first award ends with the termination of a period of Federal
military service. Although there is no automatic entitlement to the Good
Conduct Medal, disqualification must be justified.
DISCUSSION AND CONCLUSIONS:
1. The applicant completed 1 year, 3 months, and 21 days of active duty
service for training. Upon completion of her training, she was transferred
back to her Reserve unit.
2. The applicant did not complete a 3-year period of qualifying service
for the first award of the Army Good Conduct Medal and her active duty
service did not end with the termination of a period of Federal military
service. Therefore, she did not meet the requirements for the first award
of the Army Good Conduct Medal.

BOARD DETERMINATION/RECOMMENDATION:
The evidence presented does not demonstrate the existence of a probable
error or injustice. Therefore, the Board determined that the overall
merits of this case are insufficient as a basis for correction of the
records of the individual concerned.

Therefore, Item 12f of the applicant's DD Form 214 should be corrected to show the entry "0000 10 11". In addition, Item 18 of the applicant's DD Form 214 should also be corrected with an entry to show overseas service in Iraq from 24 March 2003 to 4 February 2004. The applicant is entitled to the first award of the Good Conduct Medal for the period 27 July 2000 through 26 July 2003 based on completion of a period of qualifying active duty enlisted service.

The applicant was discharged from the USAR on 29 September 1994. There are no orders in the applicant's records which show she was awarded the ARCAM.
