         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests, in effect, correction of her records to show award of the Army Reserve Components Achievement Medal (ARCAM).

3. The applicant states that she completed 6 years of honorable service; however, she never received her "Good Conduct Medal." She initially chose not to pursue this correction because she was undergoing intense training in the Navy. She was informed by the Navy that she could not wear her Army Service Ribbon or Primary Leadership Development Course Ribbon. She wants to wear what she has earned the right to wear, to include the ARCAM. In support of her application, she submits a copy of her Chronological Statement of Retirement Points; DD Form 368 (Request for Discharge or Clearance from Reserve Component); discharge orders from the U.S. Army Reserve (USAR); and a copy of her DD Form 214 (Certificate of Release or Discharge from Active Duty) which covers her service in the U.S. Navy.

4. The applicant’s military records show that she enlisted in the USAR on 6 February 1990 for a period of 8 years. She was ordered to initial active duty for training (IADT) on 15 February 1990 and successfully completed training as an administrative specialist. She was released from IADT on 16 June 1990 and was transferred back to the USAR. She was advanced to specialist on 4 January 1992. The applicant was discharged from the USAR on 29 September 1994. She subsequently served in the U.S. Naval Reserve and is currently serving as a commissioned officer in the U.S. Navy.

5. There are no orders in the applicant's records which show she was awarded the ARCAM. There also is no evidence she was disqualified by her chain of command from receiving the ARCAM. Her records do not contain any adverse information during her service in the USAR.

6. Army Regulation 600-8-22 (Military Awards) provides, in pertinent part, that the Army Reserve Components Achievement Medal is authorized for award to Army personnel including Active Guard Reserve officers in the rank of colonel and below for exemplary behavior, efficiency, and fidelity while serving as a member of an Army National Guard or Army Reserve troop program unit or as an individual mobilization augmentee. Since 3 March 1972 the medal has been authorized on completion of 4 years service with a Reserve Component unit. Individual must have completed 4 years of qualifying service on or after 3 March 1972 and before the effective date of this regulation (28 March 1995). Beginning on the effective date of this regulation, the period of qualifying service for award of the Army Reserve Components Achievement Medal is reduced from 4 to 3 years. This change is not retroactive. Such years of qualifying service must have been consecutive. A period of more than 24 hours between Reserve enlistments or officer’s service will be considered a break in service. Credit toward earning the award must begin anew after a break in service.

CONCLUSIONS:

1. Records show the applicant served in the USAR during the period 6 February 1990 through 29 September 1994. Therefore, she served a period of qualifying service from 6 February 1990 through 5 February 1994 for award of the ARCAM and is entitled to correction of her records to show this award.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing the individual concerned was awarded the ARCAM.
