The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that the record of non-completion of the Primary
Leadership Development Course (PLDC) be removed from his record.
2. The applicant states that he had a difficult time meeting standards
because his wife was having a difficult pregnancy and he could not stay
focused on the course. He later successfully completed the course. He
believes that this is a bad blemish and distracts from his overall record.
3. The applicant provides no substantiating evidence to support his
request.
CONSIDERATION OF EVIDENCE:
1. The applicant was a Regular Army staff sergeant when he filed this
application. He was a specialist with approximately 3 years of active duty
service when he was released from PLDC, on 9 June 1990. The DA Form 1059
(Service School Academic Evaluation Report) shows he was released early
after receiving a second "No Go" in land navigation.
2. A second DA Form 1059 shows he successfully completed the PLDC in
September 1991.
3. Army Regulation 600-9-104 (Military Personnel Information Management
/Records) provides that any DA Form 1059 is to be filed in the performance
portion of the Official Military Personnel File (OMPF).
DISCUSSION AND CONCLUSIONS:
1. The subject record is filed in accordance with the governing directive
and there is no substantiating evidence to show that its presence there is
unduly prejudicial.
2. In order to justify correction of a military record the applicant must
show to the satisfaction of the Board, or it must otherwise satisfactorily
appear, that the record is in error or unjust. The applicant has failed to
submit evidence that would satisfy this requirement.

BOARD DETERMINATION/RECOMMENDATION:
The evidence presented does not demonstrate the existence of a probable
error or injustice. Therefore, the Board determined that the overall
merits of this case are insufficient as a basis for correction of the
records of the individual concerned.
