Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests the following orders be removed from her official military personnel file (OMPF): a. BRAVO Detachment, 556th Personnel Services Battalion, Permanent Orders 84-317, dated 24 March 2000, for award of the Army Good Conduct Medal (AGCM) for the period 29 January 1997 through 28 January 2000; and b. Headquarters, 92nd Engineer Battalion, Permanent Order 18-01, dated 18 January 2012, for award of the AGCM (7th Award) for the period 12 January 2009 through 11 January 2012. 2. The applicant states she wants her awards in proper order. 3. The applicant provides: * Permanent Orders 112-05, dated 22 April 2014, for the 3rd award of the AGCM * Permanent Orders 112-07, dated 22 April 2014, for the 7th award of the AGCM CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 30 January 1991. She is currently serving on active duty in the rank of master sergeant. 2. Her records show she received the following orders for the AGCM: * 1st award for the period 30 January 1991 to 29 January 1994 * 2nd award for the period 30 January 1994 to 29 January 1997 3. BRAVO Detachment, 556th Personnel Services Battalion, Permanent Orders 84-317, dated 24 March 2000, show she was awarded the AGCM for the period 29 January 1997 to 28 January 2000. These orders have not been revoked. 4. Headquarters and Headquarters Company, 1 Rock Island Arsenal, Permanent Orders 112-05, dated 22 April 2014, (Corrected Copy) show she was awarded the 3rd award of the AGCM for the period 30 January 1997 to 29 January 2000. 5. Her records also show she received the following orders for the AGCM: * 4th award for the period 30 January 2000 to 29 January 2003 * 5th award for the period 30 January 2003 to 29 January 2006 * 6th award for the period 30 January 2006 to 29 January 2009 6. Headquarters, 92nd Engineer Battalion, Permanent Order 18-01, dated 18 January 2012, shows she was awarded the 7th award of the AGCM for the period 12 January 2009 to 11 January 2012. These orders have not been revoked. 7. Headquarters and Headquarters Company, 1 Rock Island Arsenal, Permanent Orders 112-07, dated 22 April 2014, (Corrected Copy) show she was awarded the 7th award of the AGCM for the period 30 January 2009 to 29 January 2012. 8. A review of the applicant's performance section of her OMPF in the interactive Personnel Electronic Records Management System revealed copies of the 24 March 2000 and 18 January 2012 AGCM orders. 9. Army Regulation 600-8-104 (Army Military Human Resource Records Management provides policies, operating tasks, and steps governing the OMPF. Table 2-1 of this Army regulation shows that award orders are filed in the performance section of the OMPF. DISCUSSION AND CONCLUSIONS: 1. The regulatory guidance states to file award orders in the performance section of the OMPF. 2. However, there is a viable reason for revoking and removing BRAVO Detachment, 556th Personnel Services Battalion, Permanent Orders 84-317, dated 24 March 2000, and Headquarters, 92nd Engineer Battalion, Permanent Order 18-01, dated 18 January 2012, from the applicant's OMPF. Later orders corrected the periods of service for the applicant's 3rd and 7th awards of the AGCM. The 24 March 2000 and 18 January 2012 orders offer no relevant information regarding the applicant's service, conduct, or duty performance. Moreover, revoking and removing these orders eliminates the potential for confusion by officials authorized to review the performance section of the applicant's OMPF.
