2. The applicant requests that his records be corrected to show authorization of his enlistment bonus.
3. The applicant states he has not been able to provide a copy of his military occupational specialty (MOS) orders to Defense Finance and Accounting Service in order to be authorized his cash bonus of $3,000.
4. The applicant’s military records show that he enlisted in the Army Reserve Delayed Enlistment Program on 12 March 1997.
5. On 5 August 1997, he enlisted in the Regular Army, in pay grade E-2, for 4 years, MOS 91B (Medical Specialist) and a cash bonus ($3,000) incentive program. During the period 10 October to 19 December 1997, he successfully completed his advanced individual training in MOS 91B at Fort Sam Houston, Texas. There is no evidence of orders awarding any MOS to the applicant in the available records.
6. On 20 August 2001, the Commander, Total Army Personnel Command (PERSCOM) opined that the applicant had met the requirements and recommended payment of the cash bonus.
7. On 20 August 2001, he was provided a copy of the PERSCOM opinion for his acknowledgement/rebuttal. He did not respond.
CONCLUSIONS:
1. Although his records are void of orders awarding MOS 91B, the evidence of record clearly shows he enlisted for the $3,000 bonus, completed the required training, and was assigned duty in the MOS. His records should be corrected to show his entitlement to the cash bonus for which he enlisted.
2. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing the individual concerned was entitled to payment of the cash bonus of $3,000, effective 5 August 1997, the date of his enlistment.
