         I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual. A quorum was present during the further consideration and deliberation. The findings appearing in proceedings dated 11 October 2001 were affirmed. The following additional findings, conclusions, and recommendation were adopted by the Board.

         The Board convened at the call of the Director on the above date to reconsider the conclusions and recommendation appearing in proceedings dated 11 October 2001.

THE BOARD ADDITIONALLY FINDS:

13. On 27 February 2002, the Defense Finance and Accounting Service – Denver Center (DFAS-DE) requested that paragraphs 2 and 3 of the Recommendation in Board Proceedings dated 11 October 2001 (docket number AR2001060218) be amended. Their preferred wording for paragraph 2 is “Any pay and allowances received for the period 10 – 11 June 2000 are not required to be collected.” Regarding paragraph 3, the former service member (FSM) did not owe any debts so DFAS-DE would prefer that paragraph 3 be deleted altogether.

THE BOARD ADDITIONALLY CONCLUDES:

5. At the time of the Board’s 11 October 2001 decision in this case, it was the intent of the Board to make the FSM’s record as administratively correct as possible.

6. In view of the foregoing findings and conclusions, it would be appropriate to correct the FSM’s records as recommended below.

THE BOARD RECOMMENDS:

1. That all of the Department of the Army records related to this case be corrected by:

a. showing that the FSM completed the Data for payment of Retired Personnel, DD Form 2656, on 1 June 2000 enrolling in the SBP for insurable interest coverage, full base amount with the applicant as the SBP and the unpaid retired pay beneficiary;

b. that the FSM cashed in 60 days accrued leave on 9 June 2000; and

c. that the FSM was placed on the TDRL by reason of a 100 percent disability on 10 June 2000.


2. That any pay and allowances received by the former service member for the period 10 – 11 June 2000 are not required to be collected.
