      The applicant and counsel if any, did not appear before the Board.

      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that his enlistment contract be
honored and that he be paid an enlistment bonus of $8,000.

2.  The applicant states he enlisted in the Ohio Army National Guard
(OHARNG) for 8 years in military occupational specialty (MOS) 11B
(Infantryman).  His enlistment contract called for him to receive $5,000
for enlisting in MOS 11B and $3,000 for the "Off-Peak Shipping Bonus."

3.  The applicant states that he has only received $2,500, half of what the
Army has agreed to pay him.

3.  The applicant provides three documents, DD Forms 1966/1-3 (Record of
Military Processing), which show that he enlisted for a total bonus of
$8,000.

CONSIDERATION OF EVIDENCE:

1.  The record shows that the applicant enlisted in the OHARNG for 8 years
21 July 2000.  He enlisted for MOS 11B for an initial enlistment bonus of
$5,000. He also signed an Off-Peak Ship Bonus Statement of Understanding
agreeing to undergo his IADT (Initial Active Duty for Training) during the
off-peak training period from November through March for an additional
bonus of $3,000.

2.  The record shows that the applicant reported for IADT on 14 November
2000 and served until 23 March 2001 when he was released from active duty
upon completion of his IADT.

3.  The Off-Peak Ship Bonus is available to Soldiers who agree to ship for
IADT during an off-peak period. The off-peak period was November 2000
through March 2001.  Soldiers must sign the Off-Peak Ship Bonus Statement
of Understanding, which will be attached to the bonus addendum.  If the
soldier does not ship in the required time period, that portion of the
incentive is terminated.  However, the soldier will retain the original
bonus ($5,000).

DISCUSSION AND CONCLUSIONS:

1.  The applicant enlisted for a total enlistment bonus of $8,000,
including $5,000 for enlistment in MOS 11B and $3,000 for the Off-Peak Ship
Bonus.

2.  The applicant has fulfilled all requirements of his enlistment contract
to date.

3.  The applicant is entitled to the full $8,000 bonus.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
paying to him a total enlistment bonus of $8,000.
