2. The applicant requests that she be paid an enlistment incentive cash bonus of $3000.
3. The applicant states that her enlistment contract showed that she would receive a $3000 cash bonus upon completion of flight school.
4. The applicant’s military records show that she enlisted for pay grade E-4 in the Regular Army on 18 May 1999, for Army warrant officer flight training, Military Occupational Specialty (MOS) 09W1. The U. S. Army Recruiting Command (USAREC), USAREC Form 1150-R-E (Statement of Understanding – Army Policy, USAREC Addendum to DD Form 1966 Series) shows under “Incentive Information”, selection of item 11, “Enlisted for CASH BONUS (Incentive) in accordance with HQDA Message #120730Z dated 12 Nov 98 for MOS 09W1 for 3 years 00 weeks.” This form was authenticated by a recruiting guidance counselor on 22 March 1999. The DA Form 3286-66 (Statement of Understanding United States Army Incentive Enlistment Program) also confirmed the above information and shows that the bonus amount was $3000. This form was authenticated by a sergeant first class recruiting counselor on 21 May 1999.
5. The applicant entered enlisted active duty on 18 May 1999. She was appointed as a Reserve warrant officer on 16 December 1999. She completed the Aviation Warrant Officer Professional Development Course, Class 01-6, on 19 April 2001.

The Headquarters, Department of the Army, message #120730Z Nov98, subject: Enlistment Incentive Program Change, states in paragraph 2, “A $3,000 Seasonal Enlistment Bonus is available to Non-Prior Service … applicants who enter active duty between 12 Nov 98 and 31 May 99 for a term of service of three or more years.”
7. An advisory opinion provide by the Chief of the Accession Management Section, U. S. Total Army Personnel Command (PERSCOM), states that the $3000 seasonal enlistment bonus was authorized for the MOS 09W at the time that the applicant enlisted and that the applicant should be paid the $3000 bonus as contracted. The applicant was sent a copy of this opinion under a cover letter dated 7 November 2001, with a suspense to provide any comments or reply by
22 November 2001. The applicant has not provided any comment or reply.
CONCLUSIONS:
1. The applicant did enlist on 18 May 1999, during the designated entry period, for an authorized bonus of $3000 for a 3 year period of service and for training as an Army aviation warrant officer. She did complete the training for which she enlisted. The advisory opinion provided by PERSCOM confirms that she should receive the contracted enlistment incentive bonus. She should be paid the $3000 bonus.
2. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected for the individual concerned by paying her the $3000 bonus.
