GENERAL: The appl icant appeals for upgrade of discharge to change the reason and authority for the discharge, and to change the reenl istment code.
The applicant was offered a personal appea rance before the Discharge Review Board (ORB) but declined and request s that the review be completed based on the avai lable service record.

FINDING: The change of reason and authori ty for discharge is denied.
The Board grants the requested relief to change the reenlistment code.
The Board finds that neither the evidence of record nor that provided by applicant substantiates an impropriety that would justify a change of the narrati ve reason for discharge to Secretarial Authority. However, based upon the record and evidence provided by applicant, the Board finds that a change to the reenlistment code (RE) to 3K is appropriate.

The Air Force Discharge Review Board , under i ts responsi bi l i t y to examine the propriety and equity of an Applican t's discharge. is authorized to change the characteri/.at ion of service and the reason for discharge if such change is warranted. In reviewi ng discharges. the Board presu mes regulari ty in the conduct of governmental affairs unless there is substantial credible evidence to rebut the presumption, to incl ude evidence submi tted by the applicant. The Board completed a thorough review of the circumstances that led to the discharge and the discharge process to ensure t he discharge met the perti nent standards of equity and propriety. The appl icant's record of service incl uded a not i fication memorandu m citing reason for discharge as two consecut i ve CDC fai l ures.
The applicant submi tted no issues regarding the ineq ui ty or im propriet y of her discharge. The appl icant does submi t that she wou ld l ike a second chance despite her trai ning deficiencies so t hat she may serve her country in t he Uni ted States Anny. The Board opi ned that th rough the administrati ve actions taken accord ing to A FP D 36-32 and A FI 36-3208, pa ragra ph 5.26.3, the discharged recei ved was found to be appropriate, however after a review of the appl icant"s ent i re record and appl ication, the Board found i t to be appropriate to change the reenl istment code.
CO CLUSIO The Discharge Review Board concl udes that the discharge was consistent with the procedural and substant ive requirements of the d ischarge regulat ion. was \\'i thi n the discretion of t he discharge authorit y, and that the appl icant was provided full administ rati \ c due process.
I n view of the foregoi ng fi nd ings, the Board further concludes t hat the narrati ve reason should remai n unchanged, however. in view of the foregoi ng find ings: the Board concludes that applicanf s reenlistment code is more accuratel y reflected as 3K and should be changed u nder t he provisions of Title I 0, USC 1 553.
