GENERAL: The applicant appeals to change the reason and authority for the discharge and to change the reenlistment code. The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined and requests that the review be completed based on the available service record. The attached brief contains available pertinent data on the applicant and the factors leading to the discharge. FINDING: The requests to change the reason and authority for discharge and to change the reenlistment code are denied. ISSUE: Applicant received an Honorable discharge for Unsatisfactory Performance - Failure to Progress in Training Applicant contends the narrative reason for discharge was inequitable because it is too general and he would like a second chance to serve his country in the United States Army. Additionally, he states he was frustrated with the academics and believes the course material was "over his head". The records indicated that between 28 November 2012 and 30 January 2013 the applicant failed eight unit progress checks, one written test, one block performance test, and received a Record of Individual Counseling for being disruptive inclass. After each failure the applicant was administered Outside Special Individualized Assistance (OSIA). On 5 February 2013 an Academic review Board recommended the applicant be eliminated from technical training and on 8 February 2013 his commander recommended he be eliminated from training and discharge from the United States Air Force due to academic failure. After a complete and thorough review of the records and the applicant's statement, the Board found the reason for the discharge to be both equitable and proper based on the supporting documentation IAW AFI 36-3208, Administrative Separation of Airman. The Board was sympathetic to the applicant's situation, however the characterization of the discharge received by the applicant was found to be appropriate.
CONCLUSION: The Discharge Review Board concludes that the discharge was consistent with the procedural and substantive requirements of the discharge regulation and was within the discretion of the discharge authority and the applicant was provided full administrative due process.
In view of the foregoing findings, the Board further concludes that there exists no legal or equitable basis for upgrade of discharge and determines the discharge should remain unchanged. Attachment: Examiner's Brief |
