GENERAL:  The applicant appeals for upgrade of discharge to honorable,  change the reason  and authority 
for the discharge, and change the reenlistment  code. 

The applicant was offered a personal  appearance before the Discharge Review Board (DRB) but declined to 
exercise this right. 

The attached brief contains available pertinent data on the applicant and the factors leading to the discharge. 

FINDINGS:  Upgrade  of  discharge,  change  of  reason  and  authority  for  discharge,  and  change  of 
reenlistment code are denied. 

The  Board  finds  that  neither  the  evidence  of  record  nor  that  provided  by  the  applicant  substantiates  an 
inequity or impropriety that would justify  a change of discharge. 

ISSUE:  Applicant does not contest his discharge, he states he wants to rejoin the military and believes in his 
maturity  and  growth  since  his  discharge.  The  records  indicated  the  applicant  received  three  Letters  of 
Reprimand,  three  Letters  of  Counseling,  one  Memorandum  for  Record  and  nine  AETC  Forms  341  for 
various  acts of misconduct to  include non-compliance with  Air Force standards, disobeying  a direct order, 
failing  room  inspection, missing  details, not  having  a i-lashlight in  formation, failure to meet  performance 
standards, lack  of motivation,  inability  to  follow  instructions,  failure to  maintain  accounting  of  materials, 
lack of responsibility  and compliance with security policies, and sleeping in class.  In addition, the applicant 
was disenrolled  from technical training twice.  The DRB opined  that through these  administrative actions, 
the applicant had ample opportunities to change his negative behavior.  The Board concluded the misconduct 
was  a  significant  departure  from  conduct  expected  of  all  military  members.  The  characterization  of the 
discharge received by the applicant was found to be appropriate. 

CONCLUSIONS:  The  Discharge  Review  Board  concludes  that  the  discharge  was  consistent  with  the 
procedural  and  substantive  requirements  of the  discharge  regulation  and  was  within  the  discretion  of the 
discharge authority and that the applicant was provided full administrative due process. 

In view of the foregoing findings the Board further concludes that there exists no legal or equitable basis for 
upgrade of discharge, thus the applicant's discharge should not be changed.

SUBJECT: Notification Memorandum 

1.  I am recommending your discharge from the United States Air Force for Unsatisfactory 
Performance.  The authority for this action is AFPD 36-32 and AFI 36-3208, paragraph 5.26.  If 
my recommendation is approved, your service will be characterized as honorable or general.  I 
am recommending that your service be characterized as General. 

2.  My reasons for this action are: 

a.  You failed to make satisfactory progress in a required training program.  Specifically, 

you failed block exams III-1 and III-2 with scores of 58% and 68'X~minimum passing is 70%- 
and progress checks 11-4 and III-8.  As a result, you were disenrolled fi-om your technical training 
course on 26 Aug 98.  Prior to disenrollment, you were counseled concerning your academic 
failure and received 4.5 hours of Special Individualized Assistance.  The squadron's efforts to 
improve your performance have been unsuccessful. 

b.  You have failed to meet Air Force standards on numerous occasions: 

(1)  On 9 Jul98, you were late to formation.  On 15 Jul98, your room failed 

inspection.  On 16 Jul98, you failed to sign the CQ Schedule.  For these violations, you received 
AETC Forms 341 and a Letter of Counseling (LOC) on 20 Jul98. 

(2) On 9 and 10 Jul98, you failed to keep track of your study guide and were 

sleeping during class.  On 13 Jul98, you again did not have your study guide in your possession. 
For these incidents, you received a LOC on 13 Jul98. 

(3)  On 21 Jul98, you violated the Phase Program by failing to have filled-out 
Forms 341 in your possession and you did not properly fill out the AETC Form 32 properly,

25 Jul98, your flashlight was not operational.  For these violations you received AETC Forms 
341.

your BDU's,  for which you were counseled and received an AETC Form 341. 

(8)  On 19 Aug 98, your room failed inspection, you missed details, and your 341 

was improperly filled out.  For these violations, you received AETC Forms 34 1. 

3.  Copies of the documents to be forwarded to the separation authority in support of this 
recommendation are attached.  The commander exercising SPCM jurisdiction or a higher 
authority will decide whether you will be discharged or retained in the Air Force, and if you are 
discharged, how your service will be characterized. If you are discharged, you will be ineligible 
for reenlistment in the Air Force and any special pay, bonus, or education assistance funds may 
be subject to recoupment.
