GENERAL: The applicant appeals for upgrade of discharge to honorable.

The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined
and requests that the review be completed based on the available service record. The attached brief contains
available pertinent data on the applicant and the factors leading to the discharge.

FINDINGS: Upgrade of discharge is granted.

The Board finds that neither the evidence of record nor that provided by applicant substantiates an
impropriety that would justify a change of discharge. However, based upon the record and evidence
provided by applicant, the Board finds the discharge characterization discharge characterization was too
harsh with regard to the misconduct.

The record indicates the applicant received:
1. One (1) Article 15 for failure to go at time prescribed to his appointed place of duty and making a
false official statement.
2. Three (3) Letters of Reprimand for failure to pay $181.00 debt overdue 60 days, failure to go to
appointed place of duty at specific time and emailing sexually disparaging comments to another
Airman,

ISSUES:

Applicant submitted no issues regarding the inequity or impropriety of his/her discharge. The applicant
submits a desire to take advantage of GI bill to assist with educational expenses and notes his current
education, good conduct, community service and desire to further education. The Board reviewed the entire
record and determined the characterization of the discharge too harsh in light of the offenses committed and
the accompanying record. The Board grants upgrade of the discharge characterization to Honorable.

CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.

However, in view of the foregoing findings, the Board concludes that the overall quality of applicant’s
service is more accurately reflected by an I lonorable discharge under the provisions of Title 10, USC 1553.
