GENERAL: The applicant appeals to change the reason for the discharge.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDINGS: The request to change the reason for discharge is denied.
The Board finds that neither the evidence of record nor that provided by the applicant substantiates an
inequity or impropriety that would justify a change of discharge.
ISSUES:
Applicant contends she was not discharged because of unsatisfactory performance but because the AF did
not need airmen with her abilities. Applicant requests that the reason (unsatisfactory performance) for her
discharge be changed to "Failure to progress in OJT" or "For the Convenience of the Government."
Applicant concludes that she should not be labeled with "Unsatisfactory Performance." The records
indicated the applicant was eliminated from her first training course and reclassified into a second AFSC. In
her second course, the applicant failed one written block during the course and requested to be eliminated
from the course and the Air Force (AF). During counseling she stated to her instructor that she was
unmotivated but would not elaborate on why or consider the possibility of being reclassified. In her
interview with the commander, she expressed no desire to remain in the AF. The Board opined that the
applicant was given the opportunity to remain in the AF but chose not to complete her training and be
separated. Although the applicant contended that her "wish list" was not taken into consideration, the Board
empathized but understands that a "wish list" is just that and the needs of the AF take priority in order to
accomplish its overall mission. The record shows that the applicant did not have any disciplinary problems.
The DRB opined that the reason for discharge was Unsatisfactory Performance which is in accordance with
AFI 36-3208, paragraph 5.26.3, Failure to progress in on-the-job training (OJT). An involuntary discharge
for the Convenience of the Government would only be appropriate when discharge would serve the best
interests of the Air Force and the discharge for cause is not warranted. The Board concluded the reason for
the discharge received by the applicant was found to be appropriate.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirenlents of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
In view of the foregoing ljndings the Board further concludes that there exists no legal or equitable basis for
upgrade of discharge, thus the applicant's discharge should not be changed.

1. I am recommending your discharge from the United States Air Force for unsatisfactory duty
performance. The authorities for this action are AFPD 36-32 and AFI 36-3208, chapter 5, section
E, paragraph 5.26.3. If my recommendation is approved, your discharge will be described as
honorable.
2. My reasons for this action are on or about 16 Dec 04, you were eliminated from the
Communications, Network, Switching & Crypto Systems Apprentice course due to academic, as
noted on AETC Form 125A, dated 16 Dec 04. Additionally, you were previously eliminated
from the Explosive Ordnance Disposal Apprentice course, as noted on AF IMT 899, dated
19 Ju104. (Atch 1, Appendix A wlatch)
3. Copies of the documents to be forwarded to the separation authority in support of this
recommendation are attached. The commander, exercising SPCM jurisdiction or higher, will
decide whether you will be discharged or retained in the Air Force, and, if you are discharged,
