GENERAL: The applicant appeals for upgrade of discharge to honorable
The applicant requested a personal appearance before the Discharge Review Board (DRR) and was
scheduled for an appearance on 19 April 2007 at Andrews AFB, MD, but he did not keep the appointment or
call to reschedule. Therefore, his request for upgrade was reviewed based upon the record and his
submission.
The attached brief contains available pertincnt data on the applicant and the factors leading to thc discharge.
FINDINGS: Upgrade of discharge is denied.
The Board finds the applicant did not submit sufficient evidence to persuade the DRB that upgrade action
was justified in the applicant's case.
ISSUE:
The applicant contends that his General discharge in 1993 was upgraded to Honorable six months after his
discharge and has subsequently changed back to General. Ilc believes his record is now in error and wants it
returned to Honorable. The DKB noted his issue was common and was the result of a miscommunication.
While a discharge may be upgraded, the upgrade is by no means automatic. A discharge is upgraded only if
the applicant and the DRR can establish an inequity or impropriety took place at the time of discharge. In
this case, none was found, so the Board denied the appeal.
CONCLUSIONS: The Discharge Review Hoard concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
In view of the foregoing findings, the Board further concludes that there exists no legal or equitable basis lor
upgrade of discharge, thus the applicant's discharge should not be changed.

1. I am recommending your discharge from the United States Air Force for
mioconduct, apecifically, conduct prejudicial to good order and discipline.
The authority for this action is BFR 39-18, paragraph 5-47b. If my
recommendation is approved, your discharge will be characterized as general or
honorable. I am recommending that your service be characterized as general.
2. My reasons for this action are:
a. On os about 14 Mar 93, you caused damage to government property when
you bit a window at the NCO Club, causing it to break. For this offense you
received a Letter of Reprimand (LOR) on 3 Apr 93 and you paid for the cost of
the repair to the window.
b. On or about 7 Jun 93, you unlawfully entered $he mobile home of Joe
Gieser, located at the West Totten Trail campsite without his expressed
permission. For this offense you received a LOR on 21 Jun 93.
b. On or about 7 Jun 93, you drank alcohol at Lake Sakakawea, McClean
County, North Dakota, while you were under age 21. For this offense you
received nonjudicial punishment an 22 Jun 93, including reduction to AB and
15 days restriction to the base.
Copies of the documents to be forwarded to the separation authority in support
of this recommendation are attached. The Commander exercising SPCM
jurisdiction ( 5 BW/CC) or a higher authority will decide whgther you will be
discharged or retained in the Air Force, and if you are discharged, how your
