GENERAL: The applicant appeals for upgrade of dischargc to Gcncral.
The applicant appeared and testified before the Discharge Review Board (DRB) without counsel at Andrews
AFB on 02 May 2006.
The attached brief contains available pertinent data on the applicant and thc factors leading to the discharge.
FINDINGS: Upgrade of discharge is denied.
The Board finds that neither the evidence of record nor that provided by thc applicant substantiates an
inequity or impropriety that would justify a chailgc of discharge.
ISSUE:
Issue I. Applicant contends dischargc was inequitable because it was based on an isolated incidcnt. The
records indicated the applicant was charged with multiple larcenies using a government credit card totaling
approximately $2500.00 and related false official statements. Thc Board took into account the applicant's
length of service and documented training regarding the proper use of a government credit card and
coilcluded the misconduct was a significant departure froin conduct expected of all military members. The
characterization of the discharge received by the applicant was found to be appropriate.
Issue 2. Applicant states that his discharge did not take illto account the good things he accomplished whilc
in the service. The DRB took note of the applicant's duty performance as documented by his performance
reports, letters of reconimei~dation and other accomplishments. They found the seriousness of the willful
misconduct carried out by the applicant offset any positive aspects of the applicant's duty performance. The
Board concluded the discharge was appropriate for the reasons which were thc basis for this case.
Issuc 3. Applicant coiltends impropriety regarding allegations made by persons regarding abuse of the AF
leave system. The review of the rccords shows that these allegations were not substantiated. The Board
concluded that there was no basis to substantiate any impropriety.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requiremeilts of the discharge regulation and was within thc discretion of thc
discharge authority and that the applicant was provided full administrative due process.
Tn view of the foregoing findings the Board further concludes that there exists no legal or equitable basis for
upgrade of discharge, thus the applicant's discharge should not be changed.

1. IAW AFI 36-3208, paragraph 4.4.1. 1 recommend that the attached request for
discharge be approved for the. following reasons:
