GENERAL: The applicant appeals for an Honorable Discharge.

The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.

The attached brief contains the available pertinent data on the applicant and the factors leading to the
discharge. &

FINDINGS: Upgrade of discharge to Honorable is approved. However, Change in Reason and Authority
for discharge along with avhange i in the RE Code is denied.

ISSUE: Applicant contends that his discharge was too harsh because of the exceptional emotional stress he
was going through at the time of his discharge. The records indicate the applicant was discharged with a
General Discharge for Failure in the Alcohol Abuse Rehabilitation Program. After a thorough and
complete consideration of the information submitted by the applicant and information contained in the
record, the Board concluded there was sufficient mitigation and extenuation to substantiate upgrade of the
discharge. However, the Board did not agree to change the applicant’s Reason, Authority or RE Code.

CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.

However, in view of the foregoing finding, the Board further concludes that the overall quality of the
applicant’s service is more accurately reflected by an honorable discharge. The Board concluded that the
Reason and Authority of the applicant’s discharge along with the RE Code were appropriate due to the
failure in the rehabilitation program.

Issue 1: I received a General Under Honorable Conditions due to my failure
of the Alcohol Rehabilitation Program at McChord AFB. I had a perfect and

exemplary service record up to this time(1l years) with two honorable discharges
from both the Army and the Air Force.

At the time of my discharge I was under exceptional emotional stress due to a
very painful divorce where my wife ran off with a young man to Alaska and took
my two children. It was more than I could bear.

Since then, I have become a pastor and have worked to help the addicted and
homeless. I went back and helped the other military personnel enrolled in the

Alcohol Rehab Program at McChord. I also help the addicted veterans of St.
Petersburg Florida.

I still have nightmares over that stormy time of my life and I want this
dishonoring experience to be corrected. Please restore my honor.

I loved the military and have always served with pride and distinction. I want
to be able to close this chapter of my life and let it go.

1. I am recommending your discharpe from the United States Air Force for
Failure in Alcohol Abuse Rehabilitation, according to AFR 39-10, under the
provisions of paragraph 5-32. Copies of the documents to be forwarded to the
separation authority to support this recommendation are attached.

2. My reasons for this action are:

a. On or about 22 Sep 89, you were entered into the Substance Abuse
Rebabilitation Treatment Program. Your inability to comply with your treatment
regimen resulted in you being declared a program failure on 26 Mar 90.

3. This action could result in your separation with a general discharge. I am
recommending that you receive a general discharge. The commander exercising
SPCM jurisdiction or a higher authority will make the final decision in this

matter. If you are discharged, you will be ineligible for reenlistment in the
Air Force.

4. You have the right to:
a. Consult llega] counsel.
b. Present your case to an administrative discharge board.
c. Be represented by legal counsel at a board hearing.

d. Submit statements in your own behalf in addition to, or in lieu of, the
board hearing.

e. Waive the above rights. You must consult legal counse! before making a
decision to waive any of your rights.

5. You have been scheduled for a medical examination. You must report to the
McChord AFB Clinic, at 0745 hours, on 3 April 1990,

extension 2240 has been obtained to assist you. An appointment has been

scheduled for you to consult him on 3 April 1990, 0900 hours at Area Defense

 

Counsel, Building 524. Instead of the appointed counsel, you may have another,
if the lawyer you request is in the active military service and is reasonably
available as determined according to AFM lli-l. In addition to military
counsel, you have the right to pay expenses incident to the employment of
civilian counsel. Civilian counsel, if employed, must be readily available.

7. Confer with your counsel and reply, in writing within 7 workdays, specifying
the rights you choose to exercise. The statement must be signed in the presence
of your counsel who will also sign it. If you waive your right to a hearing
before an administrative discharge board, you may submit written statements in
your own behalf. I will send the statements to the discharge authority with the
case file to be considered with this recommendation. If you fail to respond,
your failure will constitute a waiver of the right to the board hearing.
