GENERAL: The applicant appeals for upgrade of discharge to honorable.
'I'he applicant was offered a personal appearance beforc the Discllarge Review Hoard (DKH) but declined to
exercise this right.
The attachcd brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDINGS: 'I'he Board grants the requested relief.
The Board finds that neither the cvidence of record nor that provided by applicant substantiates an
impropriety that would justiljr a change of discharge. However, based upon the record and evidence
provided by applicant, thc Board finds the applicant'$ discharge characterization and reason and autllority
for discharge incquitable.
ISSUE: Applicant contcnds discharge was inequitable bccause it was too harsh. The records indicated the
applicnilt receivcd a General Discharge due to Fraudulent Entry into the Air Force. Applicant states that her
recruitcr told her to check "no" to thc question concerning travel card abuse since her misuse was not
malicious. 'I'he record indicates a lcttcr from thc recruiter stating this i'act. Also, [he action officer on this
Discharge Review contacted the recruiter and he confirmed what was in the record and what he informed the
applicant. The DRB opined that through no fault of the applicant, the General discharge and fraudulent
enlistment is inequitable.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirerncnts of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
However, in vicw of the foregoing findings, the Board further concludes that the overall quality of
applicant's scrvice is Inore accurately reflected by an Honorable discharge and the reason and authority for
the discharge is more accurately described as Sccrctarial Authority under the provisions of Title 10, lJSC
1553.

1288 there was a question concerning the government travel card. He stated to
me, "If I had
misused or had been seriously delinquent with my travel card within the last 60
days." I
replied YES I was once delinquent due to TDY travel voucher late processing. I
payed my
delinquency from my income to stop actions against me from being seriously
delinquent
on my card in early 2001. 1 was later reimbursed when the travel vol~cher was
processed
my travel card. In consistency with the question I did t e l m
delinquent in 2001, but upon signing my application I had not
misl-lsed or
was not delinquent. He told me to answer NO to the question with the same
intention that
