GENERAL: The applicant appeals for upgrade of discharge to honorable, change the reason for the
discharge, and change reenlistment code.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDINGS: Upgrade of discharge, change of reason, and change of reenlistment code are denied.
The Board finds that neither the evidence of record nor that provided by the applicant substantiates an
inequity or impropriety that would justify a change of discharge.
ISSUE:
Applicant did not submit any specific issues but stated that she desires to rejoin the Air National Guard. The
record shows that the applicant was discharged with Gcneral discharge for Failure to Meet Financial
Obligations, but was missing the discharge documentation. The applicant did provide some information on
her DD Form 293 regarding the reasoning behind her discharge. She stated that she was discharged for not
paying her government travel card. She stated that it was paid shortly after her discharge but could not
provide any record to prove that it was paid off. Lacking the evidence regarding the discharge, the Board
relies on the presumption of regularity and finds that the characterization, the reason for the discharge and
the reenlistment code received by the applicant to be appropriate.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of thc
discharge authority and that the applicant was provided full administrative due process.
In view of the foregoing findings, the Board further concludes that there exists no legal or equitable basis for
upgrade of discharge, thus the applicant's discharge should not be changed.

Issue 1: I was discharged for not paying a Government American Express
Card. It has been paid in full shorty (sic) after my discharge. American
Express record do not go back more than 7 years. I'm trying to prove it is
paid. My Credit Report shows nothing of me owing this bill. I want to join the
177th ANG in EHT NJ again. Please consider my request to change my RE. I am
sending a Credit Report, a copy of my US Air Force Card, and a letter from
American Express. I was told by a supervisor of Trans Union Credit that if I
did not pay that US Air Force Credit Card that it would show on my report.
