GENERAL: The applicant appeals for upgrade of discharge to Honorable, and to change the Reason and
Authority for discharge.
The applicant appeared and testified before the Discharge Review Board (DRB), without counsel, at
Dobbins ARB, GA on November 20, 2002.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDINGS: Upgrade of discharge to Honorable is denied.
The Board finds that neither the evidence of record or that provided by the applicant substantiates an
impropriety that would justify upgrade of the discharge.
ISSUES: The applicant was discharged with a General Discharge for Misconduct. Member received an
Article 15 for failure to go. He also received four Letters of Counseling and one Letter of Reprimand. In
addition, he was noted for being late for work and having financial problems. Applicant does not contest
his discharge; he merely would like to re-enlist and states that he now has personal responsibility and a
work ethic since his discharge. The DRB concluded the misconduct was a significant departure from the
conduct expected of all military members. The characterization of the discharge received by the applicant
was found to be appropriate.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
