AIR FORCE DISCHARGE REVIEW BOARD DECISIONAL RATIONALE FD2001-0310

GENERAL: The applicant appeals for upgrade of her general discharge to honorable and for a
reenlistment code that would permit her to reenter the military. The applicant appeared and testified before
the Board without counsel at Dobbins ARB GA on November 21, 2002.

The attached brief contains the available pertinent data on the applicant and the factors leading to the
discharge.

FINDINGS: The applicant’s request to upgrade her general discharge to honorable and for a reenlistment
code that would enable her to reenter the military is granted.

{ssue: After a thorough and complete review of the file and consideration of the evidence provided by the
applicant, the DRB concluded there is sufficient evidence that the applicant’s supervisors acted too hastily
and inappropriately in effecting her discharge. The applicant received an Article 15 for failing to make
prompt payments on her government credit card. The applicant, who was overseas at the time, was unable
to make effective contact with the creditor until the bill had become delinquent. When finally notified the
debt was still outstanding, she promptly made payment. The applicant was also reprimanded for being
disrespectful to her supervisor by speaking in a loud voice. Others who were present at the time and
observed the interaction between the respondent and the supervisor did not believe she was being
disrespectful. Other offenses were substantiated but they were few, minor and were not sufficient to
support discharge.

| The Board also reviewed and considered the applicant’s entire service record before making a decision.

CONCLUSIONS: Upgrade of the applicant’s discharge from general to honorable is appropriate and the
reason for discharge should be changed to Secretarial Authority. Her reenlistment code should also be
changed to 3K to enable her to reenter the military.
