AIR FORCE DISCHARGE REVIEW BOARD DECISIONAL RATIONALE FD02-9399—

GENERAL: The applicant appeals for upgrade of discharge to Honorable, to change the reason for the
discharge, and to change his reenlistment code.

The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right

The attached brief contains the available pertinent data on the applicant and the factors leading to the
discharge.

FINDINGS: The discharge is upgraded to Honorable, and the reason for discharge is changed to
Secretarial Authority. Also, the RE Code will be changed.

ISSUE: The applicant contends his discharge was inequitable because it was too harsh. The records
indicated the applicant received a General discharge for Misconduct — Minor Disciplinary Infractions. He
received four Letters of Reprimand, two Letters of Counseling, and two Records of Individual Counseling
for consuming alcoholic beverages underage, failure to go, displaying a bad attitude and temper, failure to
pay just debts, unprofessional, disrespectful, and failure to obey an order, and a traffic violation. After a
through and complete consideration of the information submitted by the applicant and information
contained in the record, the Board concluded there was sufficient mitigation and extenuation to substantiate
upgrade of the discharge and to change the reason for the discharge and the RE Code.

CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.

However, in view of the foregoing findings, the board further concludes that the overall quality of
applicant’s service is more accurately reflected by an Honorable discharge and the reason for the discharge
is more accurately described as Secretarial Authority. The applicant’s characterization and reason for
discharge should be changed to Honorable and Secretarial Authority under the provisions of Title 10, USC
1553. Also, the RE Code should be changed to 3K.

(Change Discharge to Honorable)

Issue 1: Although I now understand why I received the type of discharge I
have, it does not alter the fact that I do not agree with it. I was young and

immature. My discharge was based on serveral incidents over a period of time,
rather than on incident. I believe these to be minor when considered
individually.

Issue 2: The charge of consumption of alcohol by a minor was unfair since I
passed the three tests i was given. I had not consumed any alcohol and none was
found in my blood. Also, the incident of my bills not being paid was a result
of my writing checks and not being able to balance my checkbook. I believe this
to be another result of my immaturity.

Tssue 3: I feel that my discharge should be upgraded to an Honorable so
that I may reenlist. I have matured and am no longer the hot headed youth who
served, but rather a responsible husband and father who has been furthering my
education so that I can better support my family.

Issue 4: During these disciplinary problems my evaluations did not reflect
any errors, but rather were exemplary. Another reason I feel that my discharge

Should be upgraded.
