APPLICANT REQUESTS THAT: 

 

1. His permanent change of station (PCS) Special Order AB-005435, 
dated 19 Dec 07, be changed to reflect his rank as staff sergeant 
(E-5). 

 

2. He be reimbursed $860.37 for shipping excess weight in 
household goods (HHG).

APPLICANT CONTENDS THAT: 

 

He was charged $860.37 for his PCS in Feb 08 from Misawa AB to 
Ft. Campbell. He was allowed to ship 5675 pounds of household 
goods and only shipped 4406 pounds. His Leave and Earning 
Statement (LES) reflects that he was charged for “XCESS WEIGHT 
DEBT.”

STATEMENT OF FACTS: 

 

The applicant is currently serving in the Regular Air Force in 
the grade of staff sergeant. 

 

The remaining relevant facts pertaining to this application are 
contained in the letter prepared by the appropriate office of the 
Air Force, which at Exhibit C.

AIR FORCE EVALUATION: 

 

PPA HQ/ECAF recommends approval. Based on the applicant’s pay 
grade as an E-4 on the effective date of his PCS orders, their 
office deemed that he did not qualify for the weight in addition 
to the administrative weight entitlement, and therefore exceeded 
his weight allowance. Additionally, although the applicant was 
only authorized 2,500 pounds in HHG and 850 pounds in 
unaccompanied baggage, his PCS order erroneously indicated that 


he was authorized the greater of 25 percent of the full weight 
allowance or 2,000 pounds, plus an additional 3,675 pounds, plus 
700 pounds for each authorized bedroom (dependent) and 
unaccompanied baggage. The applicant’ DD Form 1797, Personal 
Property Counseling Checklist, and the Government Bill of Lading 
(GBL) reflected erroneous information.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

A copy of the Air Force evaluation was forwarded to the applicant 
on 23 Oct 12 for review and comment within 30 days. As of this 
date, this office has received no response.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 

 

2. The application was timely filed. 

 

3. Sufficient relevant evidence has been presented to demonstrate 
the existence of error or injustice warranting corrective action. 
Based on the advisory provided by PPA HQ/ECAF it appears erroneous 
information was reflected on the order resulting in the counselor 
providing the applicant incorrect entitlement information thereby 
creating an unjust excess cost situation. As such we are in 
agreement with their opinion and recommendation and recommend the 
applicant’s records be corrected as indicated below.

THE BOARD RECOMMENDS THAT: 

 

The pertinent military records of the Department of the Air Force 
relating to APPLICANT be corrected to show that: 

 

a. Special Order AB-005435, dated 19 December 2007, be 
amended to reflect his grade as Staff Sergeant (E-5) and that 
competent authority authorized an additional 3,675 pounds of 
household goods storage. 

 

b. As a result of the increased authorization of household 
goods storage, he be reimbursed previously charged shipping 
allowances in the amount of $860.37.
