APPLICANT REQUESTS THAT:
Remove her non-selections for promotion to the grade of major (0-
4) from her records.

APPLICANT CONTENDS THAT:
She was in the Inactive Ready Reserves (IRR) when she met the
first major’s promotion board. Additionally, her records had
many errors which prevented her from competing comparatively at
the second promotion board. She began participating as a
traditional reservist for 6 months when her Officer Performance
Report (OPR) was due, but she did not receive one. Her AF Form
77, Letter of Evaluation, reflected she was a lieutenant colonel
(0-5) when, in fact, she is a captain (0-3). She submitted her
master’s degree transcript a few months prior to the board
convening; however, her records were not updated in time for the
promotion board.
In support of her request, the applicant provides a letter of
support.

STATEMENT OF FACTS:
The applicant was assigned to the IRR in the grade of captain and
was discharged on 1 Oct 11 due to being twice passed over for
promotion to the grade of major.
While the applicant was serving in the IRR, she was considered by
the CY10 Line and Health Professions Nonparticipating Reserve
Major Promotion Selection Board (W0410A, 1 Feb 10); however, she
was not selected for promotion.
The applicant was considered for the CY11 Line and Health
Professions Participating Reserve Major Promotion Selection Board
(V0411A, 31 Jan 11); however, she was not selected for promotion.

AIR FORCE EVALUATION:
ARPC/DPB recommends denial of removing both non-selections for
promotion. The applicant’s Officer Selection Brief (OSB), dated
25 Jan 11, reflects no errors. In addition, the OSB is updated
with both her master’s and bachelor’s degree. With regard to
unit notification, the applicant’s unit may not have checked the
Air Force Promotion System (AFPROMS) to verify her promotion
eligibility or provide her with a copy of the OSB. The
applicant’s letter of support states that her rating chain
believed she was not qualified to meet a promotion board.
Further, her OPR that was directed by headquarters that was
required for the Jan 11 promotion board was not accomplished by
her rating chain until Sep 11. Both promotion boards were
conducted legally.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 30 May 12 for review and comment within 30 days. As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice warranting
corrective action. In this respect, we note the comments of the
Air Force Reserve OPR (ARPC/DPB) that both promotion boards were
conducted legally; however, it appears the applicant’s unit did
not verify her promotion eligibility thereby failing to provide
her with proper notification and a copy of her Officer
Preselection Brief. Consequently, the applicant was deprived of
the opportunity to ensure her records were in proper order for
promotion consideration. Therefore, we believe the applicant was
the victim of an error and injustice and this matter should be

resolved in her favor. Consequently, we recommend her records be
corrected as indicated below.
4. The applicant's case is adequately documented and it has not
been shown that a personal appearance with or without counsel
will materially add to our understanding of the issues involved.
Therefore, the request for a hearing is not favorably considered.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that:
a. She was not considered for promotion to the Reserve grade
of major by the W0410A and V0411A Major Promotion Selection
Boards. Any non-selections for promotion to the Reserve grade
of Major be removed from the Military Personnel Data System.
b. She was not discharged on 1 October 2011 from all
appointments, rather she was retained in the Air Force Reserve
with her original organization.
c. An Officer Performance Report (OPR) for the period of
20 November 2010 through 19 November 2011 be prepared with
signature dates prior to 15 Jan 12.
d. Once the OPR for the 19 November 2011 is prepared and
submitted, she be considered by a Special Selection Board (SSB)
in lieu of meeting the CY12 Major Promotion Selection Board.
