APPLICANT REQUESTS THAT:
He be considered for promotion to the Reserve grade of major by Special
Selection Board for the Fiscal Year 2003 (FY03) Line and Health Professions
(Selective Reserve) Major Selection Board.

APPLICANT CONTENDS THAT:
He believes he was not selected for promotion to major due to incorrect or
missing information in his personnel record. His personnel record
indicates that the he has been awarded Primary Air Force Specialty Code
(PAFSC) 41A3, which is required prior to becoming a major as a Medical
Service Corps (MSC) officer. There is a possibility the information
presented before the promotion board indicated his PAFSC was 41A1. During
the transition from PC-III to the MilMod system, his records lost his
Certification for the Health Services Administration School, which is
required before award of the 41A3 PAFSC. He reviewed his record prior to
the promotion board and at the time he had the understanding that his
record was correct.
In support of his request, applicant provided a personal statement,
personnel data system printouts, a Certificate of Course Completion, and a
copy of his Officer Preselection Brief (OPB). His complete submission,
with attachments, is at Exhibit A.

STATEMENT OF FACTS:
Applicant was appointed a second lieutenant, Reserve of the Air Force, on
22 Nov 91. He has been progressively promoted to the grade of captain,
having assumed that grade effective and with a date of rank of 8 Aug 96.
He was considered and not selected for promotion to the grade of major by
the FY03 Line and Health Professions Major (Selective Reserve) Selection
Board which convened on 11 Feb 02.

AIR FORCE EVALUATION:
ARPC/DPB reviewed applicant's request and recommends denial. DPB states
that the applicant's Officer Selection Brief (OSB) reflected that his PAFSC
was 41A1. His Duty AFSC (DAFSC) on the OSB and all Officer Performance
Reports (OPRs) since 1995 reflect 41A3. It is clear from his OPRs and duty
history that he had been awarded the 41A3 AFSC and was performing in that
AFSC. If any selection board member had questioned the difference between
the DAFSC and the PAFSC, the member would have been told that the
difference could be due to an administrative oversight and did not reflect
the applicant was unqualified to perform his duties. The administrative
oversight would not have had a bearing on selection/nonselection. Whole
person factors are used to evaluate an officer for potential to serve in
the higher grade.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 4 Oct
02 for review and comment within 30 days. As of this date, this office has
received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After reviewing the evidence of record,
we note that the applicant's PAFSC, as reflected on his OSB, was incorrect
when he was considered for promotion by the FY03 major selection board.
While we cannot determine what impact this error had on his promotion
consideration, we are persuaded that the error deprived him of full and
fair consideration. In an effort to offset any possibility of an
injustice, we recommend his OSB be corrected to reflect a PAFSC of "41A3"
rather than "41A1" and that his corrected record receive SSB consideration
for promotion to the grade of major.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that the Officer Selection Brief prepared
for the Fiscal Year 2003 (FY03) Line and Health Professions (Selective
Reserve) Major Selection Board be amended to reflect his Primary Air Force
Specialty Code as "41A3" rather than "41A1".
It is further recommended that his corrected record be considered for
promotion to the grade of major by Special Selection board for the FY03
Line and Health Professions (Selective Reserve) Major Selection Board.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show the Officer Selection Brief
(OSB) prepared for the Fiscal Year 2003 (FY03) Line and Health Professions
(Selective Reserve) Major Selection Board be amended to reflect his Primary
Air Force Specialty Code as "41A3" rather than "41A1".
It is further directed that his record to include the corrected OSB
be considered for promotion to the grade of major by Special Selection
Board for the FY03 Line and Health Professions (Selective Reserve) Major
Selection Board.

His commander received an informal email in late November 2002 requesting that an Officer Performance Report (OPR) be prepared for the February 2003 major board. Since he is no longer a member of the Air Force Reserve as a result of the two nonselections, he is not eligible for consideration by a Reserve promotion board.
