APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge be corrected to reflect entitlement to the
Meritorious Service Medal (MSM).

APPLICANT CONTENDS THAT:
On 3 Oct 74, he was issued a MSM and someone forgot to add it to
his DD Form 214.
The applicant did not provide any documentation in support of
his request.

STATEMENT OF FACTS:
On 31 Oct 74, the applicant was retired in the grade of
technical sergeant. He is credited with 20 years, zero
(0) months and 19 days of active service.
By letter dated 18 Jul 11, HQ AFPC/DPSIDR was able to verify the
applicants entitlement to the Air Force Outstanding Unit Award
with Valor and one oak leaf cluster (AFOUA w/V and 1 OLC),
Noncommissioned Officer Professional Military Education Graduate
Ribbon (NCOPMEGR), the Republic of Vietnam Campaign Medal
(RVCM), and three Bronze Service Stars (BSS) to be worn with the
Vietnam Service Medal. The records will be administratively
corrected by AFPC to reflect these entitlements.

AIR FORCE EVALUATION:
HQ AFPC/DPSIDR recommends denial. DPSIDR states the MSM may be
awarded to any member of the Armed Forces of the United States
who distinguishes themselves by either outstanding achievement
or meritorious service to the United States. The applicants
official military record does not contain any documentation
which would indicate he was awarded the MSM during his service
career. There is no MSM special order, citation or certificate
available.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 29 Jul 11 for review and comment within 30 days
(Exhibit D). As of this date, this office has not received a
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. The
applicants contentions are duly noted; however, after reviewing
the evidence of record we agree with the opinion and
recommendation of the Air Force office of primary responsibility
(OPR) and adopt its rationale as the basis for our conclusion
the applicant has not provided evidence showing his entitlement
to the Meritorious Service Medal. Therefore, other than the
administrative corrections noted by the Air Force OPR, we do not
find a basis to recommend granting the relief sought in the
application. In view of the above, we find no basis to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
