APPLICANT REQUESTS THAT:

The Southwest Asia Service Medal (SWASM) be added to his DD Form  214,
Certificate  of  Release  or  Discharge  From  Active  Duty,  for  his
deployment to the United Arab Emirates and Saudi Arabia in 1990.

APPLICANT CONTENDS THAT:

In 1990, he was deployed to the United Arab Emirates and Saudi Arabia.
 He was awarded the SWASM; however, it was not put on his DD Form 214.

In support of his request,  the  applicant  provides  a  copy  of  his
citation for award of the Air Force Commendation Medal (AFCM).

STATEMENT OF FACTS:

On 12 Nov 80, the applicant contracted his enlistment in the  Regular
Air Force.

The SWASM is awarded to service members of the U. S. armed forces  for
service in prescribed geographical parts of  the  Middle  East  during
Operations DESERT SHIELD/STORM, PROVIDE COMFORT and the Southwest Asia
Cease Fire Campaign between 2 Aug 90 and 30 Nov 95 in one or  more  of
the following areas:  Iraq, Kuwait, Saudi Arabia, Oman, Bahrain, Qatar
and the United Emirates.  Service members are eligible for  the  SWASM
if they were permanently assigned, attached, or detailed  for  one  or
more days with an organization participating in ground  and  or  shore
(military)  operations  or  have  served  on  temporary  duty  for  30
consecutive or 60 nonconsecutive days.

On 7 Dec 10, AFPC/DPAPP informed the applicant  they  were  unable  to
verify the deployment locations and inclusive periods for award of the
SWASM.  DPAPP further requested he  provide  documentation,  such  as,
travel  vouchers,  evaluation  reports,  letters  of  evaluation,  and
decorations) to verify the deployment locations and inclusive  periods
for the award.

The applicant’s evaluation report for the period  ending  13  Mar  90,
states  in  Section  V,  “He  has  demonstrated  his  flexibility   by
supporting  the  53d  Weather  Reconnaissance  Squadron  and  the  7th
Airborne Command and Control Squadron on numerous deployments.”

The applicant’s citation for award of the AFEM reflects the  inclusive
period of 1 May 88 to 18 May 92 and includes  the  statement:  “During
Operations DESERT STORM…Upon his return, he was…”

The Defense  Finance  and  Accounting  Service  (DFAS)  confirmed  the
applicant received hazardous fire/imminent danger pay  and  served  in
combat zone tax exempt location from 25 Aug 90 to 3 Nov  90;  however,
the location was not specified.

AIR FORCE EVALUATION:

HQ AFPC/DPAPP recommends denial.  DPAPP states  that  after  reviewing
the documentation  submitted  and  the  master  personnel  records  no
documentation was found to substantiate the  applicant  served  in  an
area that awarded the SWASM.

HQ AFPC/DPSIDR recommends denial and states that after a review of the
applicant’s records, they were unable to verify  his  eligibility  for
the SWASM.

APPLICANT'S REVIEW OF AIR FORCE EALUATION:

A copy of the Air Force evaluation was forwarded to the applicant  on
22 Apr 11, for review and comment within 30 days.  As of  this  date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice.  In this respect, we note  the
applicant has not provided any documentary  evidence  to  substantiate
his claim  that  he  meets  the  criteria  for  award  of  the  SWASM;
therefore, we agree with the opinion and  recommendation  of  the  Air
Force office of primary responsibility and adopt its rationale as  the
basis for our conclusion that the applicant has failed to sustain  his
burden of proof of the existence of an error or  injustice.   However,
should the applicant provide additional documentation showing  he  was
permanently assigned to or TDY to an area that meets the criteria  for
award of the SWASM during the period in question, we would be  willing
to review his request for possible reconsideration.  In  view  of  the
above, we find no basis to favorably consider this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
