APPLICANT REQUESTS THAT:

1.  Her DD Form 214 be corrected  to  reflect  the  Southwest  Asia  Service
Medal (SWASM), the Armed Forces Expeditionary  Medal  (AFEM),  the  National
Defense Service Medal (NDSM), the Small Arms Expert Marksmanship Ribbon.

2.  Her DD Form 214 be updated to reflect her Services technical school.

3.   Her  military  service  in  Saudi  Arabia   during   Operation   DESERT
STORM/Operation SOUTHERN WATCH be updated and she be granted  ribbons/awards
that were authorized during each operation.

APPLICANT CONTENDS THAT:

Her record does not reflect medals received during her military  service  in
Saudi Arabia from 15 September 1995 to 15 December 1995.

In support of her request, the applicant has provided a  certificate  signed
by her deployed squadron commander, an email from  her  deployed  commander,
and a letter from the American Legion.

STATEMENT OF FACTS:

The applicant served in the Regular Air Force for 4  years,        2  months
and 19 days.  On 9 February 1994, she was honorably discharged.

AIR FORCE EVALUATION:

AFPC/DPSIDR thoroughly reviewed the applicant's request,  and  has  verified
her entitlement to the Joint Meritorious  Unit  Award  (JMUA),  NDSM,  SWASM
w/1BSS, and the Humanitarian Service Medal (HSM).  DPSIDR states  that  they
were unable to verify award of the AFEM and the SAEMR as no documents  could
be found to verify the awards.

AFPC/DPSIT  recommends  denial  of  her  request  to  include  her  Services
training on her DD Form 214.  On 17 March 2008, DPSIT  requested  additional
documentation or evidence to show completion of  the  training  course  that
she is requesting credit; however, the applicant was  not  able  to  provide
proof of course completion.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

The applicant responded by sending a personal note and a copy of an AF  Form
522, USAF Ground Weapons Training Data.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was not timely filed; however, it is in the interest  of
justice to excuse the failure to timely file.

3.    Sufficient relevant evidence has been  presented  to  demonstrate  the
existence of an error or an injustice warranting partial  relief.   We  note
that  the  applicant's  records  have  been  administratively  corrected  to
reflect that she was awarded the JMUA, NDSM, SWASM w/1BSS, and the HSM.   As
for her remaining requests; in response to the Air Force evaluation  of  her
request, the applicant provided a copy of an AF Form 522  which  shows  that
she  qualified  as  an  expert  marksman  and  is  entitled  to  the  SAEMR.
Additionally, according to the Military Personnel Data System (MilPDS),  she
completed technical  training  in  May  1994,  which  is  required  for  and
coincides with the award of the 3-skill level  in  the  Services  Air  Force
Specialty  Code  (AFSC).   Thus,  we  believe  reasonable  doubt  has   been
established as to whether or not she  completed  Services  technical  school
training and accordingly, we believe the benefit  of  any  doubt  should  be
resolved in her favor.  In regard to the applicant's request for  the  AFEM,
she has been awarded the SWASM for her initial tour  in  Saudi  Arabia.   In
order to be eligible for the AFEM she would have had to serve  a  subsequent
tour in Saudi Arabia.  We find no evidence  that  she  served  a  subsequent
tour; therefore,  she  is  not  eligible  for  the  AFEM.   Accordingly,  we
recommend her records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT be corrected to show that:

      a. On 11 May 1994, she was awarded the Small Arms Expert  Marksmanship
Ribbon (SAEMR).

      b. Section 14 Military Education on her DD Form  214  (Certificate  of
Release or Discharge from Active Duty) reflect  Services  Technical  School,
(3M0XX) 6 Weeks, May 94.
