APPLICANT REQUESTS THAT:
The Southwest Asia Service Medal (SWASM) for his service in support of
OPERATION DESERT SHIELD be added to his DD Form 214, Certificate of
Release or Discharge From Active Duty.

APPLICANT CONTENDS THAT:
He was deployed with a sister unit that may not have submitted the
proper paperwork.
In support of his request, the applicant provides copies of his DD
Forms 214.

STATEMENT OF FACTS:
On 19 Nov 90, the applicant contracted his initial enlistment in the
Regular Air Force.
On 24 Nov 10, AFPC/DPAPP informed the applicant they were unable to
verify he served in Saudi Arabia from 12 Apr 91 to 3 Apr 93. DPAPP
requested the applicant provide documentation, such as, travel
vouchers, evaluation reports, letters of evaluation, and decorations)
to verify he served in Saudi Arabia for the period in question. The
applicant did not respond.
The SWASM is awarded to service members of the U. S. armed forces who
served in support of Operations DESERT SHIELD/STORM between 2 Aug 90
and 30 Nov 95 in one or more of the following areas: Iraq, Kuwait,
Saudi Arabia, Oman, Bahrain, Qatar and the United Emirates. Service
members are eligible for the SWASM if they were permanently assigned,
attached, or detailed for one or more days with an organization
participating in ground and or shore (military) operations or have
served on temporary duty for 30 consecutive or 60 nonconsecutive days.
The SWASM is not authorized for award to those service members who
performed home service during the Gulf War, such as support personnel
in the United States. The SWASM is also not authorized for those who
supported the Gulf War from European or Pacific bases.

AIR FORCE EVALUATION:
HQ AFPC/DPAPP recommends denial. DPAPP states a review of the
documentation submitted and the applicant’s military records do not
support he served in Saudi Arabia.
The complete AFPC/DPAPP evaluation is at Exhibit C.
HQ AFPC/DPSIDR recommends denial for award of the SWASM. DPSIDR
states that after a review of the applicant’s records, they were
unable to locate official documentation that reflects he served in
Saudi Arabia; or that he was permanently assigned, attached, or
detailed to the area of eligibility for 30 consecutive or 60
nonconsecutive days.

APPLICANT'S REVIEW OF AIR FORCE EALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
11 Feb 11, for review and comment within 30 days. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice to warrant award of the SWASM.
We took notice of the applicant's complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility and
adopt its rationale as the basis for our conclusion that the applicant
has failed to sustain his burden of proof of the existence of an error
or injustice. Therefore, in the absence of evidence to the contrary,
we find no
basis to recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
