APPLICANT REQUESTS THAT:
Her DD Form 214, Certificate of Release or Discharge from Active Duty, be
corrected to reflect the Armed Forces Expeditionary Medal.

APPLICANT CONTENDS THAT:
She earned this medal while stationed in Aviano AB, Italy from Jun 1999 to
Jun 2003. The medal was issued to her at an awards ceremony and is in her
possession; however, she does not have the paperwork (Special Order) to
substantiate her receipt of the award. A Civil Service job is being held
for her but proof that she was awarded the AFEM is required.
In support of her request, the applicant provides Certificates of Training,
a Letter of Appreciation, a certificate for the North Atlantic Treaty
Organization (NATO) award, a congratulatory promotion (SSgt) letter, a
Certificate of Induction (noncommissioned officer), college transcripts, a
tax declaration form, a vaccine record, participant profiles, and her
military Leave and Earnings statement.

STATEMENT OF FACTS:
The applicant was honorably discharged on 30 Jul 2004 for completion of
required active service. She had served 9 years, 4 months and 29 days on
active duty.

AIR FORCE EVALUATION:
HQ AFPC/DPSIDR recommends denial. DPSIDR states the AFEM is awarded to
members of the United States Armed Forces who, after 1 July 1958, have
participated in a military operation and encountered foreign armed
opposition, or were in danger of hostile action by foreign armed forces.
DPSIDR states without official documentation to verify the applicant was
deployed in direct support of a US military operation, they are unable to
recommend granting this request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant submitted a Congressional Inquiry whereby she states that her
earlier contentions were incorrect. She now states that she earned the
AFEM for her deployment to Saudi Arabia in support of Operation SOUTHERN
WATCH in the summer of 1996 immediately following the Kobar Towers bombing.
She alleges she deployed with her unit to Prince Sultan Air Base for 90
days where she earned the AFEM.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. Other than her own assertions, the
applicant has provided no documentary evidence that would establish her
entitlement to the Armed Forces Expeditionary Medal; therefore, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice. While we
appreciate and honor the applicant’s service to her country, in view of the
above and in the absence of evidence to the contrary we have no basis upon
which to favorably consider this request.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
