APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty, be corrected to reflect entitlement to the Kuwait
Liberation Medal Saudi Arabia (KLM-SA).

STATEMENT OF FACTS:
On 21 Apr 11, the Board considered and granted the applicants
request for entitlement to the Kuwait Liberation Medal Kuwait,
the Armed Forces Expeditionary Medal, and the Southwest Asia
Service Medal. For a full accounting of the facts surrounding
his previous request and the rationale of the Boards earlier
decision, see the Record of Proceedings at Exhibit E.
By application, dated 1 Feb 13, the applicant submitted a DD
Form 149, Application for Correction of Military Record,
requesting reconsideration for award of the KLM-SA. In his
request, the applicant provides letters from two of his former
supervisors and a fellow airman who validated his deployment to
King Fahd International Airport in Saudi Arabia from 15 Aug
90 until 15 Feb 91. He also provided copies of his Enlisted
Performance Reports (EPRs) signed by both of his supervisors.

The KLM-SA is awarded to U.S. military personnel who served in
support of Operation DESERT STORM between 17 Jan 91 and 28 Feb
91, in one of the following areas: the Persian Gulf; Red Sea;
Gulf of Oman; that portion of the Arabian Sea that lies north of
10 degrees north latitude and west of 68 degrees east longitude;
Gulf of Aden; or, the total land areas of Iraq, Kuwait, Saudi
Arabia, Oman, Bahrain, Qatar and United Arab Emirates.

THE BOARD CONCLUDES THAT:
After careful consideration of the applicants recent submission
and the evidence of record, we find sufficient relevant evidence
has been presented to demonstrate the existence of an error or
injustice to warrant correcting his record to reflect his
entitlement to Kuwait Liberation Medal Saudi Arabia (KLM-SA).
In this respect, we note that in support of his request for
reconsideration of his application, the applicant has provided
statements from his former supervisors who indicated that he was
deployed to Saudi Arabia from 15 Aug 90 until 15 Feb 91. In
addition, the applicant provided copies of his Enlisted
Performance Reports signed by both supervisors. In view of this
additional evidence and noting the KLM-SA criteria, we find the
evidence presented sufficient to amend his record to add the
KLM-SA. Accordingly, we recommend that his records be corrected
to the extent as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that the DD
Form 214, Certificate of Release or Discharge from Active Duty,
issued in conjunction with his 13 Mar 92 discharge, be amended
in Block 13, Decorations, Medals, Badges, Citations and Campaign
Ribbons Awarded or Authorized, to reflect the Kuwait Liberation
Medal-Saudi Arabia (KLM-SA).
