THE APPLICANT REQUESTS THAT: 

 

He be entitled to award of the Southwest Asia Service Medal 
(SWASM), the Kuwait Liberation Medal-Saudi Arabia (KLM-SA), and 
the Kuwait Liberation Medal-Kuwait (KLM-K).

THE APPLICANT CONTENDS THAT: 

 

He served in support of Operation DESERT SHIELD/STORM from 1991-
1995 and should be awarded the SWASM, the KLM-SA and KLM-K. 

 

In support of his appeal, the applicant provides a copy of his 
DD Form 214, Certificate of Release or Discharge from Active 
Duty, issued in conjunction with his 30 Jun 91 retirement and 
copies of reenlistment/extension of enlistment documents.

Exhibit A.

STATEMENT OF FACTS: 

 

The applicant was honorably relieved under the provisions of 
AFR 35-7, on 30 Jun 91, with a reason for separation of 
voluntary – retirement for years of service established by law. 
He was credited with 24 years, 11 months, and 9 days of active 
duty service, including 5 years and 23 days of foreign service.

THE AIR FORCE EVALUATION: 

 

AFPC/DPAPP recommends denial, stating, in part, that after a 
thorough review of the applicant’s military record, they did not 
find any documentation of any time served in Southwest Asia. By 
letter, they provided the criteria for the awards explaining 
that airmen must be deployed to the Persian Gulf to be 
authorized certain awards/decorations for participation in the 
Persian Gulf. In addition, they requested the applicant provide 


additional documentation in support of his appeal; however, he 
did not respond. 

 

The complete AFPC/DPAPP evaluation is at Exhibit C. 

 

AFPC/DPSIDR recommends denial based on a review of the 
applicant’s record and DPAPP’s evaluation. After a complete 
review of the applicant’s record, they were unable to locate any 
official documentation that verifies the applicant served in 
direct support of Operation DESERT SHIELD/STORM.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: 

 

Copies of the Air Force evaluations were forwarded to the 
applicant on 17 Dec 10 for review and comment within 30 days. 
As of this date, no response has been received by this office 
(Exhibit E).

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by 
existing law or regulations. 

 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice. We took notice 
of the applicant's complete submission in judging the merits of 
the case; however, we agree with the opinion and recommendation 
of the Air Force offices of primary responsibility and adopt 
their rationale as the basis for our conclusion that the 
applicant has not been the victim of an error or injustice. 
Therefore, in the absence of evidence to the contrary, we find 
no basis to recommend granting the relief sought in this 
application.

THE BOARD DETERMINES THAT: 

 

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
