RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2009-00856 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: 1. She be awarded the Armed Forces Expeditionary Medal (AFEM). 2. She be awarded the Kosovo Campaign Medal (KCM) (administratively corrected). 3. She be awarded the Overseas Long Tour Ribbon (AFOR-L) (administratively corrected). _________________________________________________________________ APPLICANT CONTENDS THAT: Her DD Form 214, Certificate of Release or Discharge from Active Duty, does not accurately reflect her awards. In support of her request, the applicant provides a copy of a certificate of appreciation, copies of travel vouchers, copies of TDY orders, a copy of her defense meritorious service medal citation, a copy of an email, and a copy of her DD Form 214. Her complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant served in the Regular Air Force in the grade of captain, having assumed that grade and with an effective date of rank of 11 June 2004. She received an honorable discharge on 15 August 2007. She served on active duty for 7 years, 1 month, and 6 days. The applicant’s Reserve Obligation Termination Date is 14 August 2010. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIDR recommends denying the AFEM. DPSIDR states they are unable to verify the applicant was deployed in support of an operation which was authorized to receive the AFEM by the Chief of Staff. The specific criterion for award of the AFEM is noted in the advisory from DPSIDR. The DPSIDR complete evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 2 June 2009 for review and comment within 30 days. As of this date, this office has received no response. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we are not persuaded by the evidence presented that correction to her record to reflect award of the AFEM is warranted. The applicant submits travel and award documentation in support of her deployment; however, absent from her submission is any documentation that meets the specific criterion of award of the AFEM. In addition, we note that AFPC/DPSIDR has verified the applicant’s entitlement to the KCM and AFOR-L, and has administratively corrected her record to reflect these awards. Therefore, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our determination that relief beyond that already granted administratively is not warranted. _________________________________________________________________ THE BOARD DETERMINES THAT: The applicant be notified that the evidence presented did not demonstrate the existence of material error or injustice; that the application was denied without a personal appearance; and that the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application. _________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2009-00856 in Executive Session on 17 Sep 09, under the provisions of AFI 36-2603: , Panel Chair , Member , Member The following documentary evidence was considered: Exhibit A.
