APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of Transfer or
Discharge, reflect award of the Presidential Unit Citation (PUC), Air Force
Outstanding Unit Award (AFOUA), and the Small Arms Expert Marksmanship
Ribbon (SAEMR).

APPLICANT CONTENDS THAT:
He was awarded the contested awards; however, the awards are not reflected
on his DD Form 214.
In support of his request, the applicant provided a personal statement and
copies of his DD Forms 214.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 26 December 1968 in the
grade of airman basic. He was progressively promoted to the grade of staff
sergeant having assumed that grade effective and with a date of rank of 1
March 1973. He served as a Special Services Supervisor and an Athletic
Specialist.
On 15 August 1975, the applicant was honorably discharged. He served 6
years, 7 months, and 20 days on active duty.

AIR FORCE EVALUATION:
DPSIDR recommends denial of the applicant’s request for award of the PUC
and SAEMR. DPSIDR has verified the applicant’s entitlement to the AFOUA
with Valor and his records will be updated accordingly.
In order to be eligible for award of the PUC you must be assigned and
serving with a unit overseas. DPSIDR was unable to verify the applicant’s
stateside unit, the 410th Combat Support Group received the PUC. DPSIDR
was also unable to verify the unit received the PUC overseas, during the
period applicant was assigned.
DPSIDR was unable to locate the required AF Form 522 that verifies expert
marksmanship status. No official documentation was provided or located in
applicant’s record that verifies his entitlement to the SAEMR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 13 June 2008, the evaluation was forwarded to the applicant for review
and comment within 30 days (Exhibit D). As of this date, this office has
received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or an injustice. The applicant’s contentions are
duly noted; however, after reviewing the evidence of record we agree with
the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice with respect
to his request for award of the PUC and SAEMR. Therefore, other than the
administrative correction awarding the AFOUA w/V we find no compelling
basis to recommend granting the additional relief sought.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not demonstrate the
existence of an error or an injustice; the application was denied without a
personal appearance; and the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered with this
application.
