APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, be corrected to show entitlement to the
following medals:
1. The Presidential Unit Citation (PUC). (Entitlement verified
will be administratively corrected)
2. The Air Force Outstanding Unit Award (AFOUA). (Verified
entitlement to AFOUA with Valor (AFOUA w/V) will be
administratively corrected)
3. The Republic of Vietnam Gallantry Cross with Palm (RVNGC
w/P). (Entitlement verified will be administratively corrected)
4. The Small Arms Expert Marksmanship Ribbon (SAEMR).

APPLICANT CONTENDS THAT:
The above mentioned awards were omitted from his DD Form 214.
He is the commander of a local Veteran of Foreign Wars (VFW) and
wants to wear the correct ribbons.

STATEMENT OF FACTS:
The applicant served in the Air Force from 13 Jan 69 to 2 Jan 73,
at which time he was honorably released from active duty. He
served on active duty for 4 years, 2 months, and 11 days, of
which one year was Foreign Service.
AFPC/DPSIDR has verified the applicants entitlement to the PUC,
AFOUA w/V, the RVNGC w/P, and the Vietnam Service Medal with
three Bronze Service Stars (VSM w/3BSS). His DD Form 214 will be
administratively corrected to include these awards.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial of the applicants request for
entitlement to the SAEMR. DPSIDR states they were unable to
locate an AF Form 522, Qualification Score Card, or any other
official documentation that would qualify him for award of the
SAEMR.
The SAEMR is awarded to all Air Force service members who, after
1 Jan 63, qualify as expert in small-arms marksmanship with
either the M-16 rifle or issue handgun.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 29 Apr 11, a copy of the Air Force evaluation was forwarded to
the applicant for review and comment within 30 days. To date, a
response has not been received (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice with regards to
applicants request for award of the SAEMR. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of
the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion the applicant has not
been the victim of an error or injustice. We note, the Air Force
office of primary responsibility has verified the applicants
entitlement to the PUC, AFOUA w/V, RVNGC w/P, and the VSM
w/3 BSS, and the applicants DD Form 214 will be updated to
reflect these medals. Therefore, aside from the aforementioned
administrative corrections, we find no basis to recommend further
relief in this case.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
