APPLICANT REQUESTS THAT:
His DD Form 214 be corrected to reflect award of the Global War on
Terrorism Expeditionary Medal (GWOT-E).

APPLICANT CONTENDS THAT:
The GWOT-E Medal was not placed on his DD Form 214, WS Worksheet,
because of an administrative error.
In support of his application, he provides copies of his DD Form 214,
WS Worksheet, DAF S.O. ACD-00159, and AF Form 899, Request and
Authorization for Permanent Change of Station - Military.

STATEMENT OF FACTS:
Applicant served on active duty from 14 February 1986 until his
retirement in the grade of master sergeant on 1 January 2008. He
served 21 years, 11 months, and 5 days of total active duty.
After reviewing the applicant’s available military records, he was
only authorized entitlement to award of the Global War on Terrorism
Service Medal.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial of applicant’s request for award of the
GWOT-E. To be eligible for the award of the GWOT-E, the applicant
must be deployed abroad on or after 11 September 2001 for service in
support of Operation Enduring Freedom or Operation Iraqi Freedom. The
applicant was permanently assigned to the 39th Operation Squadron, a
part of the 39th Wing, at Incirlik AB, Turkey, from April through
November 2007 making him ineligible for award of the GWOT-E.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the evaluation was forwarded to the applicant on 28
March 2008, for review and comment, within 30 days. However, as of
this date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. In this respect, we note that he did not meet the
eligibility requirements for the award of the GWOT-E. Therefore, in
the absence of persuasive evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
