APPLICANT REQUESTS THAT:
His records be corrected to reflect the award of:
1. The Global War on Terrorism-Expeditionary (GWOT-E) medal.
2. The Global War on Terrorism-Service (GWOT-S) medal (administratively
corrected).

APPLICANT CONTENDS THAT:
The awards are merited based on his personnel and flight records.
In support of his request, the applicant submits his DD Form 214,
Certificate of Release or Discharge from Active Duty.

STATEMENT OF FACTS:
The applicant was honorably discharged on 16 Jan 05, in the grade of senior
airman, for miscellaneous/general reasons. He served 4 years, 9 months and
17 days on active duty.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial of the applicant’s request for the GWOT-E
medal. DPAPP states there was no documentation in the applicant’s master
personnel records to substantiate he was assigned duties in the desert.

AFPC/DPSIDR recommends denial of the applicant’s request for the GWOT-E
medal.
DPSIDR states eligibility for the GWOT-E medal requires individuals to have
been deployed abroad on or after 11 Sep 01, and a future date to be
determined, for service in Operation ENDURING FREEDOM (EOF) or Operation
IRAQI FREEDON (OIF). No documentation exists in the applicant’s records to
show he was deployed to the area of eligibility. Additionally, the
Directorate of Assignments was unable to verify the applicant was
temporarily assigned duties or served in a combat zone during his time in
service.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on 23
Oct 09, for review and comment within 30 days. As of this date, this
office has received no response (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice regarding the applicant’s request for award
of the GWOT-E medal. Based on our review of the evidence of record and the
established award criteria, the applicant does not meet the established
criteria and is therefore not eligible for the requested award. In view of
the above, we find no basis to favorably consider this portion of his
application. We note AFPC/DPAPP’s recommendation to deny the applicant’s
request for service in the desert; however, we were unable to find where
the applicant made such a request and as such, we find no basis to consider
it. Therefore, we agree with the remaining opinions and recommendations of
the Air Force offices of primary responsibility and adopt their rationale
as the basis for our determination that relief beyond that already granted
administratively is not warranted.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
