RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2008-00323
INDEX CODE: 131.01, 107.00
COUNSEL: NOT INDICATED
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
Her Home of Record (HOR) be changed from Annapolis, Maryland to
Amarillo, Texas.
_________________________________________________________________
THE APPLICANT CONTENDS THAT:
She was a Texas resident living in Maryland when she enlisted in the
Air force. Her HOR was updated to the address where she lived when she
joined the Air Force. After joining the Air Force, she changed her HOR
with the Defense Finance and Accounting Service, but did not submit a
formal request through the personnel system to change her HOR.
In support of the appeal, the applicant submits a copy of her DD Form
4, Enlistment/Reenlistment Document, Armed Forces of the United States,
and a copy of her Leave and Earnings Statement.
Applicant’s complete submission, with attachments, is attached at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
Applicant contracted her initial enlistment in the Regular Air Force on
20 Sep 00. DD Form 4/1, Enlistment/Reenlistment Document, reflects
Annapolis, Maryland, as her HOR. She reenlisted on 20 Nov 03, for a
term of 4 years and 10 months. Her DD Form 4/1 reflects her HOR as
Annapolis, Maryland.
HOR is defined as the place recorded as the home of the individual at
the time they enlisted, were commissioned, or initially ordered to
active duty. It is recorded in the military personnel record to
determine transportation entitlements upon separation. The HOR can be
changed only if there has been a break in service of one full day
(inactive reserve time is not counted as a break in service) or a bona
fide error was made in recording the information given by the member.
_________________________________________________________________
AIR FORCE EVALUATION:
AFPC/DPSOA recommends denial and states in part, that the applicant
has failed to show the HOR is incorrect, but only wishes to change her
HOR for personal reasons. Additionally, she states she changed her
status after entering the military. The applicant enlisted in
Maryland and may not choose Texas as her HOR.
The DPSOA evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
28 Mar 08, for review and comment within 30 days. As of this date, no
response has been received by this office.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. Applicant’s contentions are
duly noted; however, she has provided no evidence which would lead us
to believe the HOR currently reflected in her records was incorrectly
recorded at the time she was initially ordered to active duty.
Therefore, in the absence of evidence to the contrary, we find no basis
upon which to recommend favorable action on this application.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice; that
the application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
