APPLICANT REQUESTS THAT:
His home of record (HOR) be changed from XXXXXXX, FL, to Roanoke, IN.

APPLICANT CONTENDS THAT:
It was unclear to him at the time of enlistment as to what his HOR
should be. He entered the address of the place he lived in before he
entered Officer Training School (OTS). He has since moved out of the
apartment he lived in prior to OTS. He needs to change his HOR to his
parent's address. At this time (and in the future), their address will
be his accurate, permanent HOR.

STATEMENT OF FACTS:
Applicant enlisted in the Air Force Reserve on 7 September 2005 at the
XXXXXXX FL Military Entrance Processing Station (MEPS). Enlistment
records showed his HOR as XXXXXXX FL since this was the location from
which he enlisted.
HOR is defined as the place recorded as the home of the individual at
the time they enlisted, were commissioned, or initially ordered to
active duty. It is recorded in the military personnel record for the
sole purpose of determining transportation entitlements upon
separation, or those of dependents in the event of a member’s death
while on active duty.
On 13 April 2006, DPPAE notified the applicant in writing to provide
evidence that he was a resident of and paid taxes, if any in Indiana.
To provide a copy of said driver's license, voter registration card,
etc issued before enlistment showing Indiana was his HOR. The
applicant has not provided any documentation to properly evaluate his
claim.

AIR FORCE EVALUATION:
AFPC/DPPAE recommended denial and states the applicant must submit
documentation showing the current HOR was a bona fide error.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the evaluation was forwarded to the applicant on 21
July 2006 for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. Applicant’s contentions are
duly noted; however, he has provided no evidence, which would lead us
to believe the HOR currently reflected in his records was incorrectly
recorded at the time he was initially ordered to active duty.
Therefore, in the absence of evidence to the contrary, we find no
basis upon which to recommend favorable action on this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
