APPLICANT REQUESTS THAT:
Her home of record (HOR) be changed from North Carolina to Minnesota.

RESUME OF CASE:
A similar appeal was considered and denied by the Board on 17 Aug 05. For
an accounting of the facts and circumstances surrounding her request, and
the rationale for the earlier decision by the Board, see the Record of
Proceedings, with attachments, at Exhibit E.
In her most recent submission, applicant states she enlisted in North
Carolina strictly based on the fact that she was a military dependent. Her
husband was on active duty stationed at Ft. Bragg, NC. She lived and was
married in Minnesota prior to his enlistment. In support of her request
applicant provided documentation extracted from her husband's military
records, copies of her W-2s, and her marriage certificate. Her complete
submission is at Exhibit F.

THE BOARD CONCLUDES THAT:
After careful reconsideration of the applicant’s request and the additional
documentation submitted in support of her appeal, we are not persuaded
corrective action is warranted. Her contentions are duly noted; however,
we are not persuaded by the additional documentation provided in support of
her appeal that the recorded HOR is erroneous or unjust. As previously
indicated, in accordance with the Joint Federal Travel Regulation, the HOR,
simply put, is the place where an individual is residing at the time of
entry onto active duty. While the applicant may have considered Minnesota
her permanent place of residence, it appears she was in fact residing in
North Carolina at the time of her entry onto active duty. Therefore,
absent evidence showing that her HOR was incorrectly annotated, we again
find no compelling basis to recommend granting the relief sought in this
application.
