APPLICANT REQUESTS THAT:
His records be corrected to reflect award of the Vietnam Service Medal
(VSM) and all overseas service medals he is entitled.

APPLICANT CONTENDS THAT:
He served temporary duty (TDY) in Vietnam for over 30 days while he
was stationed in Taiwan.
In support of his request, the applicant submits a copy of his DD Form
214, Armed Forces of the United States Report of Transfer or
Discharge, excerpts from his medical records and a copy of his AF Form
909, Airman Performance Report, closing 30 Nov 70.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 7 Mar 69, for a
term of four years, and was promoted to the grade of airman. On 23
Dec 71, he was discharged under the provisions of AFM 39-12,
Separation for Unsuitability, Misconduct, Personal Abuse of Drugs;
Resignation or request for discharge for the Good of the Service; and
Procedures for the Rehabilitation Program, with an honorable discharge
characterization for expiration of term of service. He served a total
of 2 years, 9 months and 17 days active duty service.
His record reflects award of the National Defense Service Medal and 1
year, 5 months, and 9 days Foreign Service.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial, and states, there is no official
documentation to verify his mission to Vietnam. Without official
documentation to verify his service in Vietnam, they recommend
disapproval for the VSM or any other additional awards.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 8
Jan 08, for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. Therefore, in the absence of evidence to the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of a material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
