His records be corrected to show that he was awarded the Meritorious Unit
Award (MUA).

APPLICANT CONTENDS THAT:
On 26 Sep 07, Special Order (SO) G-3756 was issued from USCENTAF for the
award of the MUA for the 332d Air Expeditionary Wing (332 AEW). He was
deployed to Iraq and attached to the 506 EOSS (a subordinate unit of the
332 AEW) for 129 days (19 May 06 to 24 Sep 06) .
In support of his request, the applicant submits a letter of evaluation, an
excerpt of SO G-3756, Air Force Commendation Medal (AFCM) medal
certificate, a travel voucher, and SO 2956, dated 29 Jul 05.

STATEMENT OF FACTS:
On 28 Feb 07, the applicant was honorably discharged and retired from
active duty in the grade of technical sergeant. He had served 21 years and
24 days on active duty, to include 3 years, 6 months and 8 days of foreign
service.

AIR FORCE EVALUATION:
HQ AFPC/DPSIDR recommends denial. DPSIDR states the MUA is given for
exceptionally meritorious conduct in the performance of outstanding
achievement or service in direct support of combat operations for at least
90 continuous days during the period of military operations against an
armed enemy of the United States on or after 11 Sep 01.
Special Order G-3756 dated 26 Sep 07, provided by the applicant, does not
list his unit (506th EOSS) as sharing the MUA. According to the order the
721st Expeditionary Air Mobility Operations Group, Detachment 5, was the
only unit sharing in the award with the 332 AEW.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
In his response dated 3 Dec 07, the applicant reiterates much of his
earlier contentions; however, he also states SO G-3756, dated 26 Sep 07, is
amended to include the 332 AEW, a subordinate unit, and the 506 EOSS (his
unit) is a subordinate unit of the 332 AEW.
He opines the 721st EAMOG (Det 5) is sharing the award with the 332 AEW;
however, the 332 AEW consists of over seventy (70) subordinate units of
which the 506 EOSS is one (see SO G-2956, dated 29 Jul 05).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
evidence and the applicant’s complete submission, we are not persuaded that
his records should be corrected to show he is entitled to the award of the
MUA. Although Special Order G-2956 awards the MUA to the 506 EOSS, it
specifies the decoration period as 1 May 04 through 30 Apr 05 and the
applicant's period of service is later. Therefore, we agree with the
opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice.
4. The applicant's case is adequately documented and it has not been shown
that a personal appearance with or without counsel will materially add to
our understanding of the issue(s) involved. Therefore, the request for a
hearing is not favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
