APPLICANT CONTENDS THAT:
The Air Force Personnel Center (AFPC) failed to update her
records despite numerous attempts to correct her DD Form
214 prior to her retirement.
In support of her request, the applicant provides copies of her
Non-Article 5 NATO Medal certificate, an ISAF memorandum,
special order number G-00461, and MUA and Bronze Star Medal
citations.
The applicant's complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:
The applicant served on active duty from 17 Dec 81 to 31 Dec 11.
She served 30 years and 14 days of total active duty service.
On 28 Mar 12, AFPC/DPSIDRA notified the applicant they were able
to verify her entitlement to the AfgCM w/1BSS, AFESR w/GB and
the Non-Article 5 NATO Medal-ISAF for her deployed service at

Kabul, Afghanistan during the period 12 Dec 08 through
16 Jun 09.
The MUA is given to AF Active Duty, Reserve and Guard units for
exceptionally meritorious conduct in the performance of
outstanding achievement or service in direct support of combat
operations for at least 90 days continuous days during the
period of military operations against an armed enemy of the
United States on or after 11 Sep 11. The unit must display such
outstanding devotion and superior performance of exceptionally
difficult tasks as to set it apart and above other units with
similar missions. The degree of achievement required is the
same as that which would warrant award of the Legion of Merit
(LOM). Superior performance of normal mission will not alone
justify award of the MUA. Service in a combat zone is not
required, but service must be directly related to the combat
effort.

AIR FORCE EVALUATION:
AFPC/DPSIDRA recommends denial of her request for award of the
MUA. The applicant provided United States Air Force Central
(USAFCENT) special order G-00461, dated 9 Oct 09 and contends
that her service with the Air Component Coordination Element in
Afghanistan (ACCE-A) from 14 Dec 08 to 16 Jun 09, should qualify
her for entitlement to the MUA.
On 16 Mar 12, USAFCENT advised that in order for the applicant
to be entitled to the MUA per special order G-00461, she would
need to have been directly assigned to the 9th Air Expeditionary
Task Force, Detachment 3 and under PAS (Personnel Accounting
Symbol) Code PX1CHXCD during the award inclusive period of
3 Mar 08 to 30 Jun 09.
On 16 Mar 12, DPSIDRA emailed the applicant requesting she
provide official documentation verifying her direct unit of
assignment while in Afghanistan was the 9th Air Expeditionary
Task Force, Detachment 3. In response to their request, the
applicant only provided page 2 of special order TE-0062. This
document indicates the applicant’s temporary duty (TDY) unit as
PX1CHXCD but without page 1 they were unable to determine the
time frame for which the special order is covering.
Although the PAS Code on special order G-00461 reflects the
9 Air Expeditionary Task Force, Detachment 3, DPSIDRA does not
have any official documentation verifying the applicant was
directly assigned to the 9 Air Expeditionary Task Force,
Detachment 3 and under PAS Code PX1CHXCD during the MUA award
inclusive period

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 27 Mar 12 for review and comment within 30 days.
As of this date, no response has been received by this office
(Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant’s complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility (OPR) and
adopt its rationale as the basis for our conclusion the
applicant has not been the victim of an error or injustice. We
note the applicant only provided page two of special order TE-
0062, which indicates her TDY unit as PX1CHXCD; however, without
page one, we are unable to confirm the time frame covered by the
special order. Should the applicant provide page one of special
order TE-0062 and it confirms she was assigned to the 9th Air
Expeditionary Task Force, Detachment 3 under Pas Code PX1CHXCD
during the MUA award inclusive period we would be willing to
reconsider her request. Regarding her request for entitlement
to award of the NATO Medal-ISAF, AfgCM, and AFER w/GB, we note
the applicant’s DD Form 214 will be administratively corrected
to reflect these awards. Therefore, aside from these
administrative corrections, we find no basis to recommend
granting further relief in this case.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
