APPLICANT REQUESTS THAT:

His DD Form 214, Certificate of Release or Discharge from  Active  Duty,  be
corrected to reflect he was  awarded  the  Iraq  Campaign  Medal  with  four
Bronze Service Stars (ICM w/4 BSS) rather  than  the  ICM  with  two  Bronze
Service Stars (ICM w/2 BSS); and to  reflect  the  First  Infantry  Division
Army Shoulder Insignia he was awarded.

APPLICANT CONTENDS THAT:

An additional phase was added to Operation IRAQI FREEDOM (OIF) after he  was
discharged from the Air  Force  and  his  records  should  be  corrected  to
reflect award of two additional BSS to the ICM.

In support of the appeal, the applicant provides excerpts from his  military
personnel records.

The applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant is a former enlisted member of  the  Regular  Air  Force,  who
served on active duty from 26 Mar 02 through 25 Jul 08.

On 13 Sep 10, the applicant was notified by AFPC/DPSIDR of  his  entitlement
to the ICM w/2 BSS; however; he was not entitled to additional  BSS  to  his
ICM and was provided a list  of  the  authorized  campaigns.   He  was  also
notified that he was entitled to the Air Force Expeditionary Service  Ribbon
with Gold Border with one Oak Leaf  Cluster   (AFESR  w/GB  1OLC),  for  his
deployment to Iraq from 9 May 04 to 2 Sep 04 and Kuwait  from  3 Oct  07  to
11 Apr 08.

Eligibility for the ICM requires service members to have  served  in  direct
support of OIF.  The period of eligibility is on or after 19  Mar  03  to  a
future date to be determined by the Secretary of Defense  or  the  cessation
of  OIF.   Servicemembers  qualified  for  the  Global  War   on   Terrorism
Expeditionary Medal (GWOT-E) by reasons of service between 19 Mar 03 and  28
Feb 05, in an area for which the  ICM  was  subsequently  authorized,  shall
remain qualified for that medal. Upon application,  any  such  servicemember
may be awarded the  ICM  in  lieu  of  the  GWOT-E  for  such  service.   No
servicemember shall be entitled to both  medals  for  the  same  deployment,
action, achievement or period of service.   Servicemembers  must  have  been
assigned,  attached  or  mobilized  to  units  operating  in  the  area   of
eligibility for 30 consecutive days or for 60 non-consecutive days  or  meet
one of the following criteria: 1) Be  engaged  in  combat  during  an  armed
engagement, regardless of the time in  the  area  of  eligibility;  2) While
participating in an operation or on official duties, is wounded  or  injured
and requires medical evacuation from  the  area  of  eligibility;  3)  While
participating as a regularly assigned aircrew member  flying  sorties  into,
out of, within or over the area of eligibility  in  direct  support  of  the
military  operations;  each  day  of  operations  counts  as  one   day   of
eligibility.

AIR FORCE EVALUATION:

AFPC/DPSIMC recommends denial of the applicant’s request for  award  of  the
Army Shoulder Insignia.  DPSIMC indicates the Army Shoulder Insignia is  not
authorized for  permanent  wear  by  Air  Force  personnel.   DPSIMC  defers
authorization of the additional BSS to AFPC/DPSIDR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on  8  Oct
10, for review and comment within 30 days.  As of  this  date,  no  response
has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was timely filed.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence of error or  injustice  regarding  the  applicant’s  requests  for
award of the ICM w/4 BSS and award of the Army Shoulder Insignia.   We  took
notice of the applicant’s complete submission in judging the merits  of  the
case, however; regarding the Army  Shoulder  Insignia,  we  agree  with  the
opinion  and  recommendation  of   the   Air   Force   office   of   primary
responsibility  (OPR)  and  adopt  its  rationale  as  the  basis  for   our
conclusion the applicant has not been the victim of an error  or  injustice.
Concerning the applicant’s request that he be awarded  two  additional  BSSs
to the  ICM,  we  note  that  AFPC/DPSIDR  notified  the  applicant  of  his
entitlement to the AFESR w/GB 1OLC for his deployment to Iraq from 9 May  04
to 2 Sep 04 and Kuwait from 3 Oct 07 to 11 Apr  08.   DPSIDR  also  informed
him that after a thorough review of  his  military  personnel  record,  they
were unable to verify his  entitlement  for  additional  BSSs  to  the  ICM.
After our review of the available evidence, we  accept  their  determination
that he is not entitled to two additional BSSs to the  ICM.   Therefore,  in
the absence of evidence to the contrary,  we  find  no  basis  to  recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of a material error or injustice; the application  was  denied
without  a  personal  appearance;  and  the   application   will   only   be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
