APPLICANT REQUESTS THAT:
He be awarded the Armed Forces Expeditionary Medal (AFEM).

APPLICANT CONTENDS THAT:
While assigned to a unit at Holloman Air Force Base, New Mexico, he went on
temporary duty (TDY) to Honduras. The Air Force Times indicated that
personnel assigned during that time-frame were awarded the AFEM. However,
his DD Form 214, Certificate of Release or Discharge from Active Duty, does
not reflect the award. He would like to join the Veterans of Foreign Wars
(VFW).
The applicant has provided copies of his DD Form 214 and TDY Travel Order
TB-332, dated 8 January 1986.

STATEMENT OF FACTS:
On 2 November 1972, the applicant enlisted in the Regular Air Force at the
age of 22. The applicant was progressively promoted to the rank of master
sergeant (E-7) effective and with a date of rank of 1 December 1988.
The applicant was honorably released from active on 31 October 1993 and
voluntarily retired effective 1 November 1993 for sufficient service for
retirement. He was credited with 20 years 11 months, and 29 days of active
duty service, of which 3 years, 4 months and 9 days was foreign service.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends disapproval. DPPPR states that the AFEM was awarded
to members of the service who, after 1 July 1958, have participated in
United States military operations and encountered foreign armed opposition,
or were in danger of hostile action by foreign armed forces. The
applicant’s military record does not reflect any participation in any such
operation.
DPPPR states that after a thorough review of the applicant’s military
record, they were unable to find evidence that during the period in
question from 7 February 1986 to 8 May 1986, the applicant was in Honduras
or part of the Iran-Contra Conflict. They have verified the applicant
participated in Exercise Poker Buff during that time-frame; however, this
exercise was not listed as a qualifying DoD military operation for award of
the AFEM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 17
August 2007 for review and response within 30 days (Exhibit C). As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
records, we found no evidence the individual is eligible for the award of
the AFEM. The applicant did not provide any documentary evidence to
substantiate his claim. There is no indication in his records that he was
deployed to Honduras or that he was recommended for, or awarded, the AFEM.
In the absence of such evidence, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and the recommendation of the Air Force and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or an injustice. The applicant did not provide any documentation showing he was assigned or TDY to Korea. There is no documentation in the applicant’s military records to reflect he was assigned or TDY to Korea.
