APPLICANT REQUESTS THAT:
His records be corrected to reflect he was awarded the Armed Forces
Expeditionary Medal (AFEM).

APPLICANT CONTENDS THAT:
He served at Royal Air Force (RAF) Upper Heyford during Operation El
Dorado Canyon.
In support of his request, the applicant provided a copy of his DD
Form 214.
Applicant's complete submission, with an attachment, is attached at
Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force (RegAF) on 30 May
1979, as an airman basic (AB) for a period of four years.
The applicant was honorably discharged from active duty on 7 October
1987 in the grade of Senior Airman (SrA).

AIR FORCE EVALUATION:
HQ AFPC/DPPPRA recommends the requested relief be denied. DPPPRA
states for a servicemember to be awarded the AFEM, the servicemember
must provide a temporary duty (TDY) special order and travel voucher
to prove participation in an operation awarded the AFEM.
DPPPRA further state there is no indication in the applicant’s records
showing support of an approved Operation. The applicant has not
provided any documentation to substantiate his request for award of
the AFEM.
The AFPC/DPPPRA complete evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
27 April 2007, for review and response within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
and adopt its rationale as the basis for our decision that the
applicant has failed to sustain his burden that he has suffered either
an error or an injustice. There is no documentation in the
applicant’s military records reflecting he participated in an approved
operation for award of the AFEM and he has not provided any evidence
in support of his request to establish his entitlement to the AFEM.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
