APPLICANT REQUESTS THAT:
Her Promotion Recommendation Form (PRF) prepared for consideration by
the Calendar Year 2006C (CY06C) Lieutenant Colonel Central Selection
Board (CSB) be declared void and removed from her records, and the
attached PRF be accepted for file in its place.
Her record be considered by a Special Selection Board (SSB) for
promotion to the grade of lieutenant colonel by the CY06C Lieutenant
Colonel CSB.

APPLICANT CONTENDS THAT:
The senior rater sent a proxy who did not have prior knowledge
regarding competing for Definitely Promotes (DPs) at aggregate
Management Level Reviews (MLRs). The proxy did not know the process
for requesting the PRF back after the DP was obtained, which resulted
in the PRF being forwarded to the CY06C CSB without obtaining the
concurrence of her commander. Her commander did not become aware of
the administrative errors until after the release of the board
results.
In support of her appeal, the applicant provides statements from the
MLR president and senior rater, and copies of the original and
reaccomplished PRFs.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) indicates
the applicant is currently serving on active duty in the grade of
major, with a date of rank (DOR) of 1 Jan 03. Her Total Active
Federal Military Service Date (TAFMSD) is 29 Jun 92, as is her Total
Active Federal Commissioned Service Date (TAFCSD).

AIR FORCE EVALUATION:
AFPC/DPSIDE recommends denial indicating they found no administrative
errors in the contested PRF. The applicant's justification and
supporting documentation implies that there were administrative errors
in the process, and that after awarding her a DP, her commander did
not get the opportunity to rewrite the PRF. Unfortunately however,
there is no requirement for the senior rater to rewrite a report after
being awarded a DP from the MLR. In accordance with the governing
instruction, the senior rater is required to submit the PRF with
Section IX (Overall Promotion Recommendation) unmarked when submitting
an officer for competition in aggregation. It does not say anything
about returning the PRF so it can be rewritten to be harder hitting,
to provide embellishments, or enhance the ratee's promotion potential
and to make more of an impact. Additionally, the senior rater is also
required to provide a copy of the PRF to the ratee approximately 30
days before the board. This is the time to correct errors, not after
the board. The applicant did not state that she was not given the
opportunity to review the contested report prior to the board.
According to AFPC/DPSIDE, a report is not erroneous or unfair because
the applicant believes it contributed to a nonselection for promotion
or may impact future promotion or career opportunities. The simple
willingness of the senior rater to upgrade and/or rewrite the PRF to
make the applicant more competitive does not make the report
inaccurate or unjust and, therefore, is not a valid basis for
substituting the contested PRF.

AFPC/DPPPO recommends denial indicating that based on AFPC/DPSIDE’s
recommendation to deny substituting the contested PRF, they recommend
denial of SSB consideration.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to applicant on 30
Nov 07 for review and response with 30 days. As of this date, no
response has been received by this office (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the
evidence presented, particularly the statements from the senior rater
and MLR president, we are sufficiently persuaded that corrective
action is warranted in this case. Accordingly, we recommend the
applicant’s PRF prepared for consideration by the CY06C Lieutenant
Colonel CSB be voided and replaced with a reaccomplished PRF.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Promotion
Recommendation Form (PRF), AF Form 709, prepared for consideration by
the Calendar Year 2006C (CY06C) Lieutenant Colonel Central Selection
Board, be declared void and removed from her records and the attached
PRF, reflecting in the last line of Section IV, Promotion
Recommendation, “My best major...make Services commander next the
Joint SDE--DP now!,” be accepted for file in its place.
It is further recommended that her record, to include the attached
PRF, be considered for promotion to the grade of lieutenant colonel by
a Special Selection Board for the CY06C Lieutenant Colonel Central
Selection Board, with inclusion of the reaccomplished PRF.

of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the
