APPLICANT REQUESTS THAT:
He be given Special Selection Board (SSB) consideration for the Calendar
Year 2006C (CY06C) Lieutenant Colonel Central Selection Board (CSB),
with a corrected Officer Selection Brief (OSB) included in his Officer
Selection Record (OSR).

APPLICANT CONTENDS THAT:
His OSB incorrectly reflected an overseas deployment as state-side.
Although he noted the error on his Officer Preselection Brief (OPB) and
brought it to the attention of his personnel staff, the error was not
corrected prior to the CSB.
In support of his request, the applicant submitted a statement from the
United States Air Force Academy, Superintendent, Commandants Support
Staff, stating how efforts were made to get errors in his record
corrected, and a copy of his OPB, dated 16 Aug 07.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the grade
of Major. On 28 November 2006, he was considered and nonselected for
promotion by the CY06C Lieutenant Colonel CSB.

AIR FORCE EVALUATION:
AFPC/DPSOO recommends denial. DPSOO states, the location of the
deployment was not required to be reflected on the OSB; therefore, there
was no error. As stated in the Military Personnel Flight Memorandum
(MPFM) 06-44, dated 30 Jun 06, the only items reflected in the
Deployment History area are the last five deployments by displaying each
deployment’s start and stop dates, as well as the deployed command
level. The location of the deployment was not required to be reflected
on the OSB. Therefore, his deployment data was accurate. The location
of deployments was added to the OSBs beginning with the CY07 boards.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 2
Nov 07, for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. After a thorough review of
the evidence of record and the documentation provided, we are not
persuaded the applicant was denied the opportunity to compete
successfully for promotion on a fair and equitable basis. Therefore,
we agree with the opinion and recommendation of the Air Force office
of primary responsibility and adopt its rationale as the basis for our
conclusion that the applicant has not been the victim of an error or
injustice. In the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
